This contract modification pertains to DynCorp International LLC and expands on the original agreement to establish and maintain a force of up to 1,000 U.S. experienced law enforcement personnel to support operations in Iraq and Jordan. The personnel group encompasses a wide array of law enforcement professions including trainers, investigators, corrections officers, intelligence and customs officers, and specialists in areas such as civil disorder and dignitary protection. The contract also requires logistical support such as transportation for these advisors, administrative and technical services, and the maintenance of a personnel database specifically for those assigned to this mission. Additionally, the contract mandates the provision of technical advisors capable of aiding in the development and restructuring of civilian police, justice, and corrections systems across various governmental levels in the region, as well as procurement and construction services for foreign police support. Originally awarded through limited competition in April 2003 due to urgent operational needs, this modification adds funding up to $100 million under the authority of the Emergency Supplemental Appropriations for Defense and Reconstruction of Iraq and Afghanistan Act of FY 2004. The award is justified under the unusual and compelling urgency exception to full and open competition provisions. No solicitation is involved or available for this modification, and inquiries are directed to a designated contact at the State Department. The contract ensures a rapid, coordinated law enforcement support infrastructure critical to stabilizing and reconstructing Iraqi and Jordanian civil law enforcement and security capacities during this period.
