The Department of Energy plans to issue a Draft Request for Proposals by February 2007 for the recompete of its Super Energy Savings Performance Contracts (ESPCs). There will be no conference associated with the Draft RFP; instead, all questions and comments must be submitted through the DOE’s Industry Interactive Procurement System (IIPS). The proposals will involve an energy savings evaluation of a designated Federal site, though the specific location has not yet been determined. Following the release of the Final RFP, DOE expects to hold a pre-proposal conference paired with a site visit for potential offerors to attend at their own expense. This event will allow them to better understand the Final RFP and assess the site firsthand. All questions and answers from this session will be made publicly available via IIPS. DOE encourages interested parties to submit suggestions for contract improvements, including potential incentives and streamlining measures, before the Draft RFP issuance, also through IIPS under the specified solicitation number. The pre-proposal conference and site visit details will be included in the Final RFP to ensure transparency and provide thorough guidance to offerors. This process aims to facilitate a competitive and informed proposal submission environment for this significant energy savings performance contract recompete.

Full Description

The intent of this Special Notice is to notify all interested parties that, by February 2007, the Department of Energy (DOE) anticipates issuing a Draft Request for Proposals (Draft RFP) for its recompete of the DOE Super Energy Savings Performance Contracts (ESPCs). DOE does not intend to hold a conference in association with the Draft RFP. Therefore, DOE’s Industry Interactive Procurement System (IIPS), https://e-center.doe.gov/, under the pertinent solicitation number, will be the public forum mechanism that all interested parties must utilize to submit questions and/or comments concerning the Draft RFP. At this time, DOE intends that offerors’ proposals will be based, in part, on an energy savings evaluation of a specified Federal site (location to be determined). DOE anticipates holding a pre-proposal conference, after the issuance of the Final RFP but prior to receiving proposals, in conjunction with a site visit for all interested potential offerors to attend at their own expense. The pre-proposal conference and simultaneous site visit is intended to give potential offerors the ability to ask questions regarding the Final RFP and to get a “hands-on? look at the site that will be used to develop the site data package and Final RFP. Questions and corresponding answers from the pre-proposal conference and site visit will be posted in IIPS for all potential offerors to view. Information regarding the pre-proposal conference and site visit will be incorporated into the Final RFP. DOE continues to urge all interested parties to submit recommendations for contract improvements (i.e. incentives and streamlining) via IIPS, under the above solicitation number, prior to the issuance of a Draft RFP.
