The US Army Medical Research Acquisition Activity (USAMRAA) intends to award a firm-fixed-price contract spanning 36 months, divided into a base period plus five optional six-month ordering periods, to fulfill a procurement need for the US Army Medical Research Institute of Chemical Defense (USAMRICD) at Aberdeen Proving Grounds, Maryland. This contract focuses on the continued purchase of commercially available purified recombinant adenoviruses, which are essential for ongoing research protocols that directly build upon prior work conducted by Welgen Incorporated. Maintaining continuity with Welgen is critical, as shifting to a new vendor risks compromising experimental consistency and research outcomes due to potential differences in product processes. The acquisition strategy follows the authority outlined in the Federal Acquisition Regulation and involves no public solicitation of bids; instead, the government signals an intent to award a sole-source contract to avoid interruptions in critical research on chemical warfare nerve agent countermeasures. Interested firms capable of meeting the government’s requirements were invited to submit capability statements by June 5, 2012, after which the contract award process would proceed if no alternative responses emerged. The contract’s technical scope includes testing the effectiveness of various stoichiometric and catalytic enzymes as pretreatments against the toxicity of nerve agents in animal models, under NAICS code 541711. This followed approach emphasizes ensuring the research mission at USAMRICD continues uninterrupted with proven materials and suppliers.

Full Description

The US Army Medical Research Acquisition Activity (USAMRAA) has a procurement requirement for the US Army Medical Research Institute of Chemical Defense (USAMRICD) at Aberdeen Proving Grounds, MD 21010. The strategy is to award a firm-fixed-price contract over a 36 month time frame consisting of six 6-month ordering periods; a base period and 5 optional periods. The authority cited is Federal Acquisition Regulation (FAR) 13.106-1(b). This is a follow-on requirement for commercially available purified recombinant adenoviruses directly related to previous work completed by Welgen Incorporated, 100 Barber Avenue, Worcester MA. The follow-on protocol requires the same work and results for contunity of on-going research and for the research to contiune without break in performance. To award to a new vendor could jeopardize the protocol by receiving different results due to process differences. A solicitation SF 1449 will not be provided. If any companies can meet the Government's above need, a capabilities statement can be sent to Erin Maddox at contact@example.gov. This serves as the Government's intent to award a sole source to ensure the research mission at USAMRICD is not comprimised. If no responses are received by 8:00 am eastern standard time on 5 June 2012, the strategy will commence.
