THIS POSTING REPLACES POSTING ID: 7558 - SIR DTFAEA-09-R-SJ003 This project consists of site preparation requirements to support the installation of Airport Surface Detection Equipment Model X Systems at the following list of airports: Ronald Reagan Washington National Airport (DCA), Washington, DCBaltimore/Washington Int'l Thurgood Marshall Airport (BWI), Baltimore, MD LaGuardia Airport (LGA), Flushing, NY The ASDE-X is a traffic management system for the airport surface and is designed to track aircraft, vehicle movement, and provide aircraft identification to air traffic controllers. The system uses a combination of surface movement radar and transponder multi-lateration sensors to display aircraft positions in the Air Traffic Control Tower. The integration of these sensors provides data with an accuracy, update rate and reliability suitable for improving airport safety in all weather conditions. The ASDE-X system construction consists mainly of the installation of a number of Remote Unit sensor sites that are installed on and around an Airport. Each Remote Unit site consists of the installation of a small antenna, a small equipment cabinet (24"W x 17"D x 52"H), an antenna support structure (consisting of a steel pole, a Low Impact Resistant (LIR) Fiberglass pole with foundation, and/or a steel tower with a foundation), a power and control unit structure, a ground counterpoise system and associated electrical and telecommunication utility services. Each Remote Unit sensor site is a stand alone facility, separate from the others with its own access, insurance and security requirements. For each Airport, there are numerous Remote Unit Sensor sites to be installed under that airport's ASDE-X system construction project. The Contractor shall furnish all labor, equipment, materials, supplies, permits and transportation required to install the Remote Units at each Airport. All electrical work shall be performed by a licensed electrical contractor, licensed in the location where the work shall be performed. Electrical work shall consist of underground electrical duct bank construction (Concrete Encased, Rigid Galvanized Steel and/or PVC as required), interior commercial electrical work construction including application of appropriate fireproofing materials, and exterior commercial electrical work construction. Electrical work includes the installation of utility meters, GFCIs, safety switches, wiring, kerf cuts, conduits, EMT, grounding systems, chain link fence grounding, ground rods, ground plates, electrical handholes/manholes, coaxial cable, lightning arrestors, surge suppressors, NEMA 3R and/or NEMA 4X enclosures, panel boards, circuit breakers, j-boxes, and all ancillary items. Electrical testing of all cables and grounding systems. Telecommunications work required consists of the furnishing and installation of underground telecommunication duct bank construction (Concrete Encased, Rigid Galvanized Steel and/or PVC as required), NEMA 3R and/or NEMA 4X enclosures, exterior rated underground telecommunication cable, RJ-45 communication boxes, Cat 6E communication cable, telco terminal blocks and terminations, cabling and wiring, conduits, grounding, EMT, modems (where required) and all ancillary items to enable the Remote Unit sites to communicate with the Airport Air Traffic Control Tower. Construction work required consists of the furnishing and installation of reinforced concrete equipment pads, chain link fence systems with gates and foundations, Low Impact Resistant (LIR) Fiberglass Towers (20'-40' high) with foundations, Fiberglass towers (50'-90'high) with foundations, high mast poles with foundations, steel angle towers with foundations, stainless steel unistrut equipment supports with foundations, power and control equipment enclosures with foundations, bollards, guard rails, asphalt paving, parking lot striping, gravel access road construction, asphalt access road construction, soil grading and compacting, landscaping and turfing, temporary soil erosion and sediment control work (i.e. silt fencing, hay bales, drainage protection, etc), temporary access construction and removal, drainage improvements (grass swales), and storm water management control work. The construction work to be performed at each Airport will be on Airport Owned Property, Private Property, and/or FAA property. For those sites located on the Air Operations Area side of an Airport, there are special access, security, and insurance requirements which are detailed in the 2ND Screening Information Request (SIR). The requirements for work at each Airport are as shown below: Ronald Reagan Washington National Airport (DCA)1) ASDE-X Site Preparation work will be required for ten (10)Remote Sites.2) Insurance Requirements for this project are between $1M and $5M.3) Estimated cost of construction is between $300,000 to $500,000.4) Time of Performance is 120 calendar days, after NTP is issued5) 100 % Small Business Set-Aside, NAICS code 238210.
