The Mission and Installation Contracting Command Center at Yuma Proving Grounds, Arizona, plans to negotiate a firm-fixed price contract on a sole source basis with Laser Technologies Co., the original equipment manufacturer, for the upgrade of a 155mm Propelled Sensor Delivery Unit. This upgrade involves enhancing the YPG-105-120mm Self-Propelled Laser Bore Mapping Inspection System, which is critical for inspecting and measuring 105-120mm cannon and self-propelled guns to support mission requirements. The new equipment must be fully compatible with the existing LTC hardware and software systems at YPG, and since LTC holds proprietary data rights, the sole source acquisition is justified under federal regulations. The contract will be awarded in accordance with the Federal Acquisition of Commercial Items procedures, and while this is not a solicitation for competitive proposals, interested firms with relevant technical capabilities may express their interest by demonstrating their qualifications by July 18, 2011. Inquiries should reference solicitation number W9124R-11-T-1035 and be submitted via email or facsimile. To avoid the release of proprietary information, potential respondents are required to conduct independent research on the specifications of the items. This contract supports the Department of Defense’s efforts to maintain advanced inspection capabilities at Yuma Proving Grounds to ensure the reliability and performance of its artillery systems.

The Mission and Installation Contracting Command - Yuma Proving Ground is conducting market research to support the procurement of infrastructure maintenance and support subscription services for the ASTRO 25 Land Mobile Radio (LMR) network at Yuma Proving Ground, Arizona. The government intends to award a Firm-Fixed Price contract on a sole-source basis to Motorola Solutions, Inc. due to the proprietary nature of the P25 digital system and the need for Original Equipment Manufacturer resources to ensure compliance with Department of Defense Instruction 8500 Information Assurance requirements. The scope of work includes 24/7/365 remote technical support, OEM-level diagnostics, advanced repair and return services for proprietary components, and the delivery of System Upgrade Agreement II updates to maintain cybersecurity and network operations. The requirement is classified under NAICS code 811210 for Communication Equipment Repair and Maintenance Services. Key deliverables include quarterly STIG updates, an integrated vulnerability scanning hardware solution with remediation services, and the appointment of a Program Manager and Alternate Manager. Performance standards are based on ISO 9001 and TL 9000, with quality measured against a Performance Requirements Summary.
