The National Institute of Biomedical Imaging and Bioengineering (NIBIB) has issued a Notice of Intent under solicitation 75N98026R00176 to award a non-competitive modification to IDIQ Contract No. 75N92022D00014. This modification intends to increase the contract ceiling for the Massachusetts General Hospital Consortia for Improving Medicine with Innovation and Technology (CIMIT) to support the Rapid Acceleration of Diagnostics (RADx-Tech) initiative. The initiative operates as an innovation funnel to accelerate the development, commercialization, and implementation of health technologies through a collaborative network consisting of a Coordination Center for operational oversight and workflows, a Commercialization Center for subject matter expert selection, and a Validation Center for technical and clinical verification. The government anticipates issuing the modification around December 2026. While this is a non-competitive intent, interested parties may submit capability statements via email to the contracting officer, Melanie Suarez, or contract specialist, Noelle Decenzo, by November 2, 2026. The Air Force intends to award a sole-source, firm-fixed price contract to The Boeing Company to provide engineering services for the A-10 Systems Program Office. The primary objective is to conduct an engineering case study to support the A-10 Wing Replacement Program, specifically addressing discrepancies in wire label and Reference Designation Indicator configurations for the Enhanced Wing Assembly. Because current labeling does not align with government furnished information or Air Force standards, the contractor must provide cost and schedule data to rectify these configurations to improve troubleshooting capabilities for field and depot maintenance. The contractor will deliver a comprehensive analysis of how wire system design and production decisions impact the long-term sustainment of the A-10 aircraft and its wings. This effort is expected to have a period of performance of five months. All inquiries regarding this requirement must be submitted in writing to the designated contract negotiators, and interested parties are advised to monitor official government portals for the most current updates.

The proposed contract action anticipated release date of the solicitation/request for proposal (RFP) is in accordance with FAR 5.203(a) at least 15 days of this posting. The Air Force intends to issue a negotiate a sole-source contract with The Boeing Company for engineering services for the A-10 Systems Program Office (SPO). The purpose of this effort is for the Contractor to provide an engineering case study to satisfy the A-10 System Program Office (SPO) mission requirements for support of the A-10 Wing Replacement Program (WRP). The current engineering and technical orders (TOs) for the Enhanced Wing Assembly (EWA), delivered by the Contractor, do not follow the corrected wire label and Reference Designation Indicator (RDI) configurations as outlined in the government furnished information (GFI). Air Force maintainers in the field as well as depot maintenance have learned the Air Force standard system of wire labeling and RDIs and can quickly determine the location and the system related to most technical problems. The current labeling configurations do not lend itself the same troubleshooting ability as the configurations in the updated spreadsheets and needs to be changed. The Contractor shall provide cost and schedule information that outline the various factors associated with executing this labeling effort. This case study shall include several deliverables that will assist the government in analyzing impacts of wire system design and production decisions on the long term sustainment of the wing and the A-10 aircraft. The period of performance is for 5 months. It is the intent of the Air Force to award a Firm-Fixed Price single award contract. All questions in regards to this requirement shall be submitted in writing via email to kristin.stoker@hill.af.mil and nathan.toole@hill.af.mil. No questions will be accepted by phone or fax.
