A-29 Program Beddown at Kainji Airbase in Nigeria, Africa; Critical Facilities Package

PURPOSE OF THIS ANNOUNCEMENT: This announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation; however interested parties are advised that they MUST respond to this pre-solicitation announcement with certain details to be eligible to receive the formal solicitation announcement (see the HOW TO RESPOND TO THIS ANNOUNCEMENT section below). The formal solicitation will include full details, including another response deadline, the complete scope of work, 100% designed drawings and specifications, instructions to offerors, and the evaluation factors/basis for award. No solicitation, specifications, or drawings are available at this time. No contract will be awarded based off this pre-solicitation announcement. A contract will be awarded resulting from the formal solicitation, which is expected to occur on or around 25 November 2019 and will ONLY be made available to Offerors that respond to this presolicitation announcement and are vetted for security reasons and approved in advance. The government reserves the right to cancel this procurement at anytime before contract award, with no obligation by the government to interested parties INFORMATION ABOUT THE SERVICES TO BE PROCURED: This project consists of Design-Bid-Build construction services to build infrastructure and facilities to support the A-29 aircraft beddown and munitions at Kainji Air Base. This will be the first of up to three projects which in sequence will fulfill the needs and requirements of the entire A-29 aircraft beddown. The primary construction features for the Critical Facilities Package consist of initial infrastructure and facilities necessary to support A-29 aircraft operations during the construction of additional permanent infrastructure and facilities. This package includes, but are not limited to - The conversion of an existing runway hammerhead into a temporary arm/de-arm location. - A complete retrofitting of an auxiliary parking apron to a tie-down and grounding area. - Providing a temporary structure for an aircraft simulator. - Providing a temporary structure to house aircraft. - Providing a temporary structure for secure storage. - Installing temporary and permanent security fencing and secure entry points throughout the project site. PLANNED SOLICITATION: The US Army Corps of Engineers, Europe District intends to issue a Request for Proposals (RFP) for the services described herein. Currently it is estimated that the formal solicitation will occur on or around 25 November 2019 and will ONLY be sent to Offerors that respond to this presolicitation announcement and are vetted for security reasons and approved in advance. The solicitation will NOT be posted publicly to FedBizOpps (FBO). The solicitation documents will only be made available in electronic format via electronic download. No CD- ROMs or hardcopy documents will be distributed. Proposals will be due no less than 30 days from the solicitation date. PLANNED CONTRACT INFORMATION: The intent is to issue one Firm Fixed Price (FFP) construction contract resulting from the solicitation. The planned contract award date is approximately March 2020 and the planned duration is up to one calendar year. There will be up to two more, additional, related projects that will follow this project and will be pre-solicited and solicitated separately. The contract will be awarded and administered under Foreign Military Sales (FMS) procedures, and United States procurement laws and regulations will apply. The contract will be awarded and paid in U.S. dollars. DISCLOSURE OF CONSTRUCTION PROJECT MAGNITUDE: At this time the anticipated construction magnitude for this project is between $3,000,000 and $8,000,000 (US Dollars) (see FAR 36.204 and DFARS 236.204).
