A--R&D- GENERAL SCIENCE/TECHNOLOGY: ENGINEERING (ADVANCED DEVELOPMENT)

The U.S. Army Contracting Command in Warren, Michigan, is soliciting a sole-source, cost-plus-fixed-fee level of effort contract from the University of Delaware Center for Composite Materials. This initiative focuses on the advanced development and implementation of composite materials for Army platforms, specifically targeting the creation of lightweight armor solutions for vehicles such as the JLTV and GCV. A primary objective of the project is the development of an automated pilot line capable of producing armor panels through continuous processes, which includes the procurement of necessary specialized equipment. The contract is structured over a three-year period of performance with a total estimated value of 10.4 million dollars. The workload is divided into a base award of approximately 1,450 labor hours and an option for an additional 88,550 labor hours, totaling 90,000 hours. This sole-source award is justified under FAR 6.302-1 (a)(2) and 10 U.S.C. 2304 (c)(1) due to the University of Delaware's unique expertise and successful history of previous research in this field. All tasks under this agreement will be managed via work directives.
