This contract pertains to an extension of the current agreement for ongoing software development and support for the Airspace Concept Evaluation System (ACES), specifically for Builds 4 and 5, while also providing maintenance and concept assessments for Builds 3 through 5. The extension increases the period of performance by 8 months, shifting the contract end date from March 31, 2008, to November 30, 2008. This extension serves as a bridge to a forthcoming NRA solicitation expected to be finalized in November 2008, ensuring uninterrupted progress on critical development tasks tied to the NGATS ATM Airspace project. The activities supported under this extension include accomplishing several key milestones that involve the development and validation of system-level models, human workload simulations, and concept of operations to meet anticipated air traffic growth. The milestones are sequential and financially vital to the continuation of the project, with deadlines ranging from September 2008 through September 2011. Among these are tasks such as developing individual agent-based models of NGATS technologies, creating interim and refined system-level concepts of operations, and conducting objective analyses of separation assurance methods. The contract emphasizes the necessity of this extension to avoid any lapse that would jeopardize the timely achievement of these milestones, which are essential for advancing next-generation air traffic management solutions. This ongoing software development contract falls under the NAICS code 541711, indicating engineering research and development services, and is part of the broader effort to enhance national airspace capabilities through innovative technological advancements.

Full Description

This is a notice for an extension to the current contract for the acquisition of continuing software development for Builds 4 and 5 of the Airspace Concept Evaluation System (ACES) together with maintenance, support and concept assessments for ACES Builds 3 through 5. This amendment to the current contract is to increase the period of performance of the contract by 8 months. The contract end date is March 31, 2008. The increased period of performance will move the end of contract date to November 30, 2008. This amendment is required as a bridge to the new NRA award to be issued. This development is necessary for the NGATS ATM Airspace project to meet milestones AS.4.7.01, AS.3.7.01, AS.3.7.02, AS.2.7.02, AS.1.7.03, and AS.1.7.04. The milestone titles and dates are listed below. Each is dependent on the completion of the earlier one. A revised SOW covers the milestones mentioned above. If there is a lapse in contract, these milestones cannot be met. Milestone AS.1.7.03, ?Develop individual agent-based models of NGATS technologies,? due September 31, 2008. Milestone AS.1.7.04, "Develop interim system-level concept of operations to accommodate 3x demand based on results of studies and identified gaps," due September 31, 2009. Milestone AS.2.7.01, "Develop method for modeling human workload in fast-time simulations, validate models against workload measurements," due September 31, 2010. Milestone AS.3.7.02, "Develop fast-time system-level simulation of NGATS technologies," due September 2010. Milestone AS.3.7.01, "Conduct objective analysis of service provider and aircraft operator separation assurance methods," due September 2010. Milestone AS.4.7.01, "Develop refined system-level concept of operations based on results of modeling, safety, cost-benefits, and human-in-the-loop simulations," due September 2011. It is anticipated that the NRA solicitation cannot be finalized until November 2008.
