Clinical Trials and Surveys Corporation (C-TASC), acting on behalf of the National Heart, Lung, and Blood Institute (NHLBI), is seeking quotations for a Specimen Core Laboratory through a Request for Quotation (RFQ) related to the Pediatric Hydroxyurea Phase III Clinical Trial (BABY HUG) Follow-Up Study. The contract will span 4.5 years and requires a laboratory to conduct specific specimen analyses, including two blood tests and two urine tests, as well as preparation and long-term storage transfer of specimens to the NHLBI Repository. Quotes should be on a fixed price per specimen basis, and proposals must include both technical and cost submissions, addressing all aspects of the Statement of Work and demonstrating the capability to meet high-quality biomedical research standards. The selection will be based primarily on price and technical evaluation, with greater emphasis on demonstrated capability and feasibility of implementation than past performance. Proposals must clearly document how fixed prices are set and provide contact details for a project director and business representative for ongoing communication. Interested parties are encouraged to submit an Intent Form to receive any amendments, although this does not bind them to submit a proposal. All proposals are due by 4:00 p.m. on February 4, 2008, to Ms. Virginia Milne at C-TASC, Baltimore. Questions related to the RFQ should be directed solely to designated contacts at C-TASC, and the award will be granted to the offeror providing the best overall value to the Government.
