The US Special Operations Command is issuing a Broad Agency Announcement to solicit pre-proposals for applied biomedical research aimed at enhancing medical care for Special Operations Forces. Key areas of interest include combat casualty management, such as rapid assays and pain management, as well as mission planning, environmental and thermal protection, exercise physiology, and preventive medicine. While the solicitation is not intended to fund the establishment of new facilities or the FDA approval process itself, it welcomes research that accelerates the approval of high-value devices or drugs. Interested institutions with existing research capabilities must submit a pre-proposal of no more than three pages detailing the research objective, approach, investigator qualifications, anticipated contributions to the program, and a cost estimate for up to a three-year effort. Submissions are evaluated based on scientific merit, investigator experience, relevance to program priorities, and cost realism. Following a quarterly review of pre-proposals, the command will request full proposals from the most promising candidates to award single or multiple contracts based on technical priority and available funding.
