The Department of the Army's Contracting Command at Natick, on behalf of the Natick Soldier Research, Development and Engineering Center, intends to award a firm fixed price contract to Framingham State University for Digestive Enzyme Inhibition Assays. This contract focuses on evaluating bioactive fractions derived from type B proanthocyanidin (PAC) containing products, specifically from cocoa and blueberry sources, which are rich in phenolics and flavonoids. The research aims to better define these bioactive fractions to aid in producing standardized products that can help prevent type 2 diabetes and support energy uptake in individuals, including soldiers requiring high-energy diets. The work will involve extracting and fractionating phenolic compounds into six specific fractions, which will then be assessed alone and in combination for their inhibitory effects on carbohydrate-hydrolyzing enzymes such as rat alpha-glucosidase, sucrase, and maltase. This procurement is a sole source action under FAR 13.106-1(b)(1) and is not a Request for Quotes, meaning no solicitation package will be issued. Interested parties must demonstrate that competition would be beneficial to the government; however, the Contracting Officer reserves the right to proceed without competition based on responses. The contract falls under NAICS code 541711 for biotechnology research and development. Responses or inquiries are directed to John Shawki, the designated Contract Specialist, with a deadline for submissions set for December 1, 2014. The contract will be managed from the Natick Contracting Division in Massachusetts.

54--Research and Development Solicitation Number: 0010534075 Agency: Department of the Army Office: Army Contracting Command Location: ACC-APG-Natick Contracting Division Notice Type: Special Notice Posted Date: 17 November 2014 Archive Date: 17 November 2015 Classification Code: 54-- Research and Development NAICS Code: 541711--Research and development in biotechnology The US Army Contracting Command APG, Natick Contracting Division, on behalf of the US Army Natick Soldier Research, Development and Engineering Center, Combat Feeding Directorate, intends to award a firm fixed price contract under FAR 13.106-1(b)(1) only one responsible source to Framingham State University, 100 State Street, Framingham, MA, 01701 for Digestive Enzyme Inhibition Assays. The services required for this current procurement are to evaluate the bioactive fractions of solely type B PAC containing products. Cocoa and blueberries contain type B PACs and are also rich in simple phenolics and flavonoids, such as anthocyanidins and flavonols. A better definition of the bioactive fractions in type B PAC containing products will provide enhanced understanding for the production of standardized products to prevent the prevalence of type 2 diabetes, but also to be effective mediators for energy uptake for individuals, including soldiers, who need to consume high energy diets. All fractions and whole extracts will be assayed for their inhibitory activity against carbohydrate hydrolyzing enzymes. Resulting fractions will be evaluated alone and in synergy to determine possible synergistic effect. Overall, the goal of the proposed work will be to extract phenolic compounds from cocoa and blueberry powders then to fractionate further the extracts as described below. The suggested fractionation will result in 6 fractions (phenolic acids, anthocyanidins, 2 flavonol fractions and 2 PAC fractions) that will be evaluated alone and in synergy for rat alpha-glucosidase, sucrase and maltase inhibitory potential. This is not a Request for Quotes. No solicitation package is available. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer. The North American Industry Classification System (NAICS) code is 541711. Inquiries and responses may be sent to John Shawki, Contract Specialist, via email at contact@example.gov no later than 01 December 2014 @ 15:00. Solicitation # RFINovelOrMultifunctionalFibersYarnsCoatings-FinishesandFabricsForSoldierProtectionAndComfort(MFFYF)
The US Army DEVCOM Soldier Center, in coordination with the Product Manager for Soldier Clothing and Individual Equipment, has issued this Sources Sought Announcement to identify potential sources of multifunctional fibers, yarns, fabrics, coatings, or finishes. The primary objective is to enhance the environmental protection of dismounted Warfighters by identifying materials that provide at least two functionalities, such as moisture management, thermal protection, repellency, vector protection, and flame resistance. The government is seeking both near-term solutions with a Technology Readiness Level (TRL) of 5 to 7+ for rapid integration into active Programs of Record, and far-term next-generation concepts with a TRL of 2 to 4 to inform future technology investments. All submissions must be completely PFAS-free and avoid cyclic siloxanes, silicones, and heavy metal catalysts. Respondents must provide detailed business information, including CAGE and NAICS codes, and verify compliance with the Berry Amendment. Technical submissions require comprehensive data, including GHS-compliant Safety Data Sheets and verifiable test reports adhering to standards such as ASTM D5034 for tensile strength and AATCC TM22 for water repellency. Physical samples, including specific yardage for fabrics or minimum meterage for yarns, must be submitted for destructive laboratory testing. Electronic responses, including white papers and the completed Appendix A template, are due by December 23, 2026, with physical samples to follow within six weeks.
