The U.S. Army Corps of Engineers, Kansas City District, plans to award a Multiple-Award Task Order Contract (MATOC) for architect-engineer (A-E) civil planning and design services, covering a broad spectrum of civil works projects throughout the Northwestern Division area. This includes flood risk management, environmental infrastructure, ecosystem restoration, military installations support, hazardous, toxic, and radioactive waste projects, and interagency or international services as needed. The solicitation is fully open with a small business reserve, anticipating up to seven awards—with four reserved for small businesses—to provide flexible, firm-fixed-price task orders ranging from $10,000 to $21 million in value. The contract will have a five-year base period plus a two-year option period and is governed by FAR Part 36.6 and DFARS Part 236.6. Awards will be based on demonstrated competence and qualifications using a quality-based selection process that emphasizes technical expertise, past performance, local knowledge, and organizational capacity, without initial consideration of price. Offerors must submit proposals in the SF 330 format, adhering to strict page limits and formatting guidelines, and demonstrate specialized experience in areas such as flood risk management, hydraulic and geotechnical engineering, ecosystem restoration, and water resources planning. Key personnel qualifications across multiple engineering and scientific disciplines are evaluated equally along with firms’ past performance and capacity to meet project schedules. Quality management systems, preferably with third-party certification like ISO 9001, receive enhanced consideration. Subcontracting participation by various small business categories is required for large businesses but not small business offerors. The contract requires cybersecurity compliance consistent with DoD’s CMMC program at the task order level. Work will primarily be managed from the Kansas City District office, with performance throughout a 12-state area in the Northwestern Division jurisdiction. All invoicing will be processed via the Wide Area Workflow system (WAWF), and contacts for contracting and administration are established through specified personnel at the Kansas City District. Award is expected by June 2026 following proposal submission by mid-January 2026.
