The Department of Homeland Security's Science and Technology (S&T) directorate is interested in identifying research and development sources that may have developed or are in the process of developing effective methods, devices and technologies that can prevent and mitigate terrorist and criminal execution of Improvised Explosive Devices (IED). Specifically, S&T is seeking sources that can efficiently prototype solutions concepts to demonstrate significant potential for providing solutions to address the following general scenario. Once a suicide bomber has been accurately identified by a law enforcement official, a technology, device and/or method is activated to: 1. Immobilize the suicide bomber, preventing physical movement and specifically device activation. And 2. Control the space occupied by the suicide bomber and/or the explosives device in a manner that leads to significant mitigation of any resulting blast effects. Relevant technologies, devices and methods should be ultimately demonstrable in an applications concept that can be readily deployed by law enforcement personnel with accuracy and in the presence of innocent individuals. Through this notice, S&T desires to develop an understanding of technologies, systems components and interactions, and scenario based performance of relevant technologies. Sources with relevant approaches and complete concept ideas are encouraged to engage DHS S&T through the Long Range BAA 08-01. For more information about the Long Range BAA 08-01, go to www.fbo.gov and search under "BAA08-01" or www.hsarpabaa.com and select BAA 08-01 to download the announcement. Prior to preparing white papers and full proposals, interested sources are strongly encouraged to contact the S&T Innovation Division at S&T-Innovation@dhs.gov for technical related questions and to submit a brief summary of your innovative idea. White papers and/or full proposals may be submitted under BAA 08-01 no later than December 31, 2008, 4:30 p.m. Eastern Standard Time. Evaluations and awards will occur on a rolling selection basis. For contractual and/or administrative questions, contact Linda Mulligan, Office of Procurement Operations, Department of Homeland Security at BAA08-01@dhs.gov
