Sources Sought Notice for Enhanced Polar System (EPS) Mission Control Segment (MCS) Description: This Sources Sought is for Market Research purposes only. The Space and Missile Systems Center (SMC), MILSATCOM Systems Wing (MCSW), Los Angeles Air Force Base, California, intends to award a contract action to Lockheed Martin Space System Company (LMSSC) for the design, and Integration and Test (I&T) of a primary Enhanced Polar System (EPS) Mission Control Segment (E-MCS) site at Schriever AFB, CO. The E-MCS will consist of elements for payload commanding, mission planning, and communications resource management. The EPS E-MCS will be acquired as an extension of the Advanced EHF (AEHF) MCS capability to provide a single XDR mission planning entity for both mid-latitude and North Polar Region users. The EPS will provide protected XDR Extremely High Frequency (EHF) Satellite Communications (SATCOM) in the North Polar Region. EPS is the next generation SATCOM system that will replace the Interim Polar System (IPS). The EPS program plans to have two EHF eXtended Data Rate (XDR) payloads in Molniya orbits and operational in the 2014/2016 timeframe. The E-MCS provides payload commanding, mission planning, and communications resource management. The JROC approved CDD requires that EPS interoperate with the AEHF Mission Control Segment and Electronic Key Management System (EKMS). The intent is to integrate the EPS functionality into the AEHF Mission Planning Element (MPE)/Mission Planning Subsystem (MPSS), Mission Operations Element (MOPS), Test and Training Simulation Element (TTSE), and Operational Support and Sustainment Element (OSSE) for EPS operations. In an effort to assess the viability of potential vendors for this effort, the Government will consider Statements of Capabilities (SOCs) at this time. The contractor will need expertise in eXtended Data Rate (XDR) based EHF communications, satellite command and control, mission planning, common user interfaces, training, maintenance and Advanced EHF COMSEC/ TRANSEC System (ACTS)-based cryptology that is compatible with the AEHF system currently being developed by Lockheed Martin Space Systems Company (LMSSC). The E-MCS will consist of the following elements: o T&C (Telemetry and Commanding) Element (SMCS) o Mission Planning Element (MPE) o Operational Support and Sustainment Element (OSSE) o Test and Training Simulation Element (TTSE) Qualified contractors should address the following in the SOC: 1. Describe your experience in eXtended Data Rate (XDR) based EHF communications, satellite command and control, mission planning, and ACTS based cryptology that may be compatible with AEHF. 2. Describe your interoperability approach to the AEHF Mission Control System, XDR mission planning, and ACTS. 3. Demonstrate how you intend to meet to deliver an MCS to support payload testing in fourth quarter of FY 11. 4. Describe your approach to making the deployment of the E-MCS a minimal impact upon the protected communications user community. A minimum DoD security clearance of Secret is mandatory for all personnel supporting this effort. Interested parties must submit an unclassified SOC no later than 15 February 2008. Fully qualified sources will provide enough information to demonstrate they have performed systems engineering and integration contracts on DoD satellite programs of similar complexity, have an understanding of MILSATCOM mission and future technology challenges, and can provide the capabilities listed above. Interested contractors should address potential Organizational Conflict of Interest (OCI) in their SOC. No real or perceived OCI can exist (Reference FAR 9.505-1). The SOC shall not exceed 20 single sided pages in length. All responses must conform to 8.5x11 inch pages, with font no smaller than 12 point. This sources sought is for market research only. Responses from small business and small disadvantaged business firms are encouraged. A separate Sources Sought synopsis may be issued at a later date for potential subcontracting opportunities. Interested parties shall state the size of their business. The NAICS code for this effort is 336414 with 1000 employees as the size standard. This Sources Sought is for information and planning purposes only; it does not constitute a Request for Proposal. Information herein is based on best information available at the time of publication, is subject to revision, and is not binding on the Government. The Government will not recognize any costs associated with submission of a SOC. Inquiries may be directed to Ms. Senah N. Williams at (310) 653-8011. Submit all responses to: MCSW/PKA, Attn: Ms. Senah N. Williams 483 N. Aviation Blvd., El Segundo Blvd., El Segundo, CA 90245-2808.
