The Idaho National Laboratory (INL), under the sponsorship of the US Department of Energy, is conducting advanced research focused on hydrogen production through high temperature electrolysis (HTE) of steam using solid oxide cells at approximately 830°C. Alongside this effort, INL is exploring the production of syngas by simultaneously electrolyzing steam and carbon dioxide under similar high-temperature conditions. Initial work on syngas generation has been funded internally by INL. The laboratory is currently seeking collaboration with developers and manufacturers interested in testing solid oxide cell designs under these conditions to assess their scalability for commercial application. Participating companies are expected to supply solid oxide cells, either as an in-kind contribution or at minimal cost, for evaluation during the testing period, with little to no direct DOE funding anticipated for the participants. Interested parties should express their interest by March 31, 2007, and can direct inquiries to key contacts at INL for business and technical matters. The contract, identified as "A -- High Temperature Electrolysis of Steam" with solicitation number 07-06, is associated with NAICS code 541330, indicating professional research and development services. The collaboration opportunity offers a pathway for companies to be involved in cutting-edge hydrogen and syngas production technologies aimed at advancing sustainable energy solutions through solid oxide electrolysis.

Full Description

Under the US Department of Energy sponsorship, the Idaho National Laboratory (INL) is conducting research to generate hydrogen using solid oxide cells by high temperature (~830?C) electrolysis (HTE) of steam. In another parallel project, the INL is investigating the feasibility of producing syngas by simultaneously electrolyzing steam and carbon dioxide at high temperature (~830?C) using solid oxide cells. The syngas initial research has been funded by INL internal laboratory research and development funds. The INL is soliciting interest from developers and manufacturers to collaborate with the INL in testing solid oxide cell designs under HTE conditions and to evaluate the scalability of cell designs required for commercial applications. Participating companies will be expected to provide solid oxide cells (as a in-kind contribution or at a nominal cost) to the INL for the test period. It is unlikely that any (or a significant amount of) DOE funding will be available for the participating company(ies) for their participation in this research. Companies having interest in collaborating with the INL should provide an expression of interest on or before March 31, 2007. Business Contact: David R. Request for Qualifications - Conn Dam Stability Assessment, Spillway Improvements, and Feasibility Alternatives Study
Solicitation # 2026-RFQL-054
The City of Napa Utilities Department is seeking a qualified consulting team through Request for Qualifications 2026-RFQL-054 to perform a stability assessment, spillway improvements, and a feasibility alternatives study for the Conn Dam. The project is driven by requirements from the California Department of Water Resources Division of Safety of Dams (DSOD), which identified that the existing spillway does not meet current Probable Maximum Flood (PMF) design criteria and raised concerns regarding the long-term geotechnical stability of the dam embankment. The selected consultant will be responsible for conducting comprehensive subsurface explorations, performing static and seismic slope stability evaluations, and recommending alternatives to mitigate spillway deficiencies. Additionally, the scope includes evaluating options to increase reservoir storage capacity to enhance water supply reliability and flood protection, while supporting future U.S. Army Corps of Engineers (USACE) feasibility studies. This procurement follows a Qualifications-Based Selection process per the Brooks Act, where the award is based on technical capability and experience rather than cost. Evaluation is a two-step process consisting of a Statement of Qualifications weighted at 70 percent and optional oral interviews weighted at 30 percent. A critical project milestone is the submission of a comprehensive geotechnical investigation report to the DSOD by December 31, 2028. The contract requires strict adherence to federal and state regulations, including 2 CFR Part 200 Uniform Guidance, the Build America Buy America Act, and various civil rights and accessibility certifications. Statements of Qualifications are due by October 29, 2026, via the City's Opengov procurement portal.
