The Air Force Research Laboratory, Space Vehicles Directorate (AFRL/VS), has been tasked by DARPA to carry out the ISAT Demonstration System flight experiment program. This involves soliciting technical and cost proposals under a Broad Agency Announcement to further the development of the ISAT Flight Demonstration System (FDS) and the Objective System (OS). The program's main goals are to advance the design and ground risk reduction activities through a Critical Design Review, continue performance analysis and design of the Objective System, and prepare detailed proposals for manufacturing, launch support, and on-orbit operations. Multiple contracts may be awarded for the CDR phase, with the possibility of selecting one contractor later for the subsequent phases of manufacture, launch, and on-orbit experiment operations. This solicitation, identified as VS-04-07, was issued by the Air Force Research Laboratory located at Kirtland Air Force Base, New Mexico, as part of the Department of Defense efforts to develop innovative space-based radar antenna technology. The process emphasizes a competitive selection for the critical design phase before proceeding to more extensive contract awards, ensuring that only capable vendors are engaged for advanced technical development and mission support activities. Further specific requirements and proposal instructions are provided in the announcement attachments.

Add the following: BAA section 6.C.3.b (the planning estimate for phase 4 activity). 1) Regarding the "launch readiness" date of 1 May 09. Clarify to say "Spacecraft Complete" 1 May 09. This means spacecraft manufacturing is complete at factory and ready to ship to the launch site on 1 May 09. 2) Regarding Level 3 WBS major subsystems breakout. This applies to Phase 4 only. Please provide phase 4 (manufacture, launch support, and one year "on-orbit" test, evaluation, and experiment data extrapolation and final test report) cost breakout per below. We are looking for a single cost number roll up of all costs (to include subcontractor costs) attributed to each of the respective subsystems/WBS elements. (one cost number roll up for each subsystem/WBS element) Also, provide a top level fiscal year funding profile for the entire Phase 4 task. WBS elements: 1.0 Space Segment 1.1 Spacecraft 1.1.1 Bus 1.1.2 Attitude Control / Propulsions subsystem 1.1.3 Electrical Power Subsystem 1.1.4 Command & Data Handling Subsystem 1.1.5 Communications Subsystem 1.1.6 Thermal Control Subsystem 1.1.7 Flight Software 1.2 Payload 1.2.1 Antenna structures and deployment subsystem 1.2.2 Antenna / array electronics subsystem 1.2.3 Metrology subsystem 1.2.4 Calibration subsystem 1.3 Launch support and Operations 1.3.1 Ground support equipment 1.3.2 Spacecraft assembly, integration and test (factory) 1.3.3 Launch Vehicle Integration support and test (launch site) 1.3.4 Ground and Operations (mission management) 1.3.5 Data analysis and final report 3) The proposal preparation costs for the FDS phase should be clearly identified as a direct cost under the CDR phase and is included in the government cost estimate.

Space Environment Technologies and Science (SETS) Broad Agency Announcement (BAA)
Solicitation # FA9453-23-R-X001
The Space Environment Technologies and Science (SETS) Program is a Broad Agency Announcement (BAA) issued by the Air Force Research Laboratory (AFRL) under NAICS 541715. The program seeks research and development to understand, quantify, and mitigate the impacts of the space environment on Department of Defense and national security systems. The scope is divided into five primary technical areas: Solar, Solar Wind, and Ionospheric Effects; Thermosphere, Satellite Drag and the Reentry Environment; Plasma Physics and Chemistry; Particle Effects and Radiation Belt Environment; and the Cislunar Environment. The objective is to enhance the capability to predict and exploit environmental effects that could disrupt operational systems, including impacts on spacecraft, radar, and positioning, navigation, and timing (PNT) systems. This is a closed BAA that remains active for eight years, with specific requirements and deadlines issued through individual Calls. Proposals may follow a one-step or two-step process, with the latter requiring an initial white paper for evaluation based on technical merit and affordability. Deliverables vary by Call but typically include hardware, software, prototypes, and technical reports. All offerors must maintain active registration in the System for Award Management (SAM) and provide a Unique Entity Identification number. Depending on the specific Call, some efforts may require a U.S. security clearance of Secret or higher and a classified facility clearance. Award selection is based primarily on overall scientific and technical merit, subject to the availability of funds.

Neutron Strategic Technology Advanced Research (Neutron-STAR) Advanced Research Announcement (ARA)
Solicitation # FA9453-23-R-A004
The Neutron Strategic Technology Advanced Research (Neutron STAR) Advanced Research Announcement (ARA), solicitation FA9453-23-R-A004, is an open call issued by the Air Force Research Laboratory (AFRL) Geo Space Division. Utilizing the authority of 10 U.S.C. 4023 for Procurement for Experimental Purposes, the program seeks innovative research and development to enhance national nuclear deterrence capabilities. The scope is divided into five primary technical topic areas: nuclear system development, nuclear systems integration, nuclear system flight experimentation and evaluation, nuclear explosion monitoring, and nuclear command, control, and communication. The solicitation employs a hybrid approach, featuring an open request for white papers alongside potential one-step or two-step individual solicitations. For the open announcement, interested parties must first submit an unclassified white paper and a Rough Order of Magnitude (ROM) cost estimate to the Neutron STAR Org Mailbox. These submissions are evaluated based on technical merit and best value, with successful candidates invited to submit full technical and cost proposals. Awards may be issued through various instruments, including FAR-based contracts, Other Transactions (OT), or assistance instruments such as grants and cooperative agreements. Submission dates are currently indefinite, and the announcement remains active until further notice. Offerors must be registered in the System for Award Management (SAM) and are required to submit a Security Program Questionnaire and Standard Form 424 for key personnel to assess Science and Technology protection risks. The program maintains an unrestricted ceiling, and the government anticipates making multiple awards based on technical soundness, cost realism, and funding availability.
