The Army Contracting Command at Aberdeen Proving Ground, representing the Natick Soldier System Center, plans to award a firm fixed price purchase order on a sole source basis to Moses Biologic, LLC, for an Insect Infestation Study focused on military ration packaging. This study will examine insect infestation on food pouches, meal bags, and shipping containers used for military rations, supporting the Zero Footprint Camp project aimed at reducing solid waste. The study involves testing new primary and secondary ration packaging materials such as solid and coated fiberboard sheets and ration film pouches used in Meal, Ready-to-Eat (MRE) packaging, as part of a demonstration and validation program for the U.S. Army. Moses Biologic, LLC has been identified as the only source capable of meeting the government's needs due to their unique expertise and specialized facilities. The company employs a trained entomologist experienced with ration packaging and operates a small-scale facility tailored to military ration type testing, a niche not served by larger or smaller companies lacking the necessary scale or validation criteria. Although this contract will be awarded without full open competition, the government continues to engage with industry through market research and events to encourage broader competition in future acquisitions. Interested parties may submit written notifications of capability by the specified deadline to the Contracting Officer, but no solicitation or competitive quotes will be issued.
