The U.S. Army Medical Research Acquisition Activity at Fort Detrick, MD plans to award a firm fixed price contract without competition to obtain technical, administrative, and clinical support services essential for preparing study sites and conducting the DPIV-025 dengue vaccine clinical trial. This sole source award is justified under FAR 6.302(a)(1) because the required data and services are exclusively available from a single responsible source due to a Cooperative Research and Development Agreement (CRADA) between the U.S. Army Medical Research and Material Command and a partner holding proprietary intellectual property. The data and related knowledge necessary to perform the study are proprietary and cannot lawfully be accessed by or shared with parties outside the authorized agreement, making competition not feasible. Although this notice is not a request for competitive proposals, any firm believing it can meet the proprietary service requirements within the specified timeframe may submit detailed evidence of their capability to the designated Contract Specialist within 15 calendar days of the notice. Submissions must be in writing and emails only, with no phone inquiries accepted. The government will evaluate any responses received but retains full discretion on whether to proceed with competition. If no responses are received, the agency will move forward with the sole source contract award.

Notice of intent to issue a sole source Contract, this is not a request for competitive proposals. The U.S. Army Medical Research Acquisition Activity, Fort Detrick, MD anticipates awarding a firm fixed price contract to acquire services to technical, administrative and clinical support necessary for the preparation of the study site(s) and execution of clinical study-related activities for the conduct of the DPIV-025 dengue vaccine clinical trial. The intent is to make a sole source award pursuant to FAR 6.302(a) (1) only one responsible source and no other supplies or services will satisfy agency requirements. Services are deemed to be available only from one responsible source as the data required to perform the study is exclusively licensed through a Cooperative Research and Development Agreement (CRADA) by United States Army Medical Research and Material Command (USAMRMC) and had been combined with proprietary intellectual property from the CRADA partner. The data details are proprietary knowledge retained by the the CRADA partners. Award to a source other than an authorized party would be unlawful and violate the terms of the agreement. This notice of intent is not a request for competitive quotes. Any firm that believes it can provide the stated required proprietary services within the established timeframe is invited to submit written notification to the Contracting Officer by way of the Contract Specialist within fifteen (15) calendar days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to provide the stated service within the established timeframe. Information can be sent to the Contract Specialist, Andrew Green, at contact@example.gov. No telephone requests will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract.
