RWP - Advanced Navigation Simulation Environment Laboratory (ANSEL)
Solicitation # FA9101269ANSEL
The Advanced Navigation Simulation Environment Laboratory (ANSEL) project is a solicitation for the design, procurement, and delivery of a state-of-the-art simulation system to modernize Position, Navigation, and Timing (PNT) and Navigation Warfare (NAVWAR) capabilities at the Holloman AFB PNT Simulation Laboratory. Issued under 10 U.S.C. Section 4022 Other Transaction Authority (OTA), the effort focuses on establishing a rigorous verification and validation (V&V) and cyber direct-inject test capability. The system must support extreme dynamic conditions, including 6-DoF trajectory models with speeds up to Mach 20, 50g acceleration, and 200 g/s jerk, while providing phase-coherent, multi-channel RF simulation for mGNSS, alternative RF (XONA/STL), and jamming or spoofing environments. The acquisition is structured around eight milestones, with Base Milestones 1, 2, and 4 requiring Firm-Fixed Pricing and the remaining milestones utilizing Rough Order of Magnitude (ROM) estimates. Key deliverables include a fully integrated Operational Utility Prototype housed in 19-inch racks, comprehensive design documentation, and all technical data delivered with Unlimited Data Rights. Evaluation is a three-step process focusing on compliance, technical capability—specifically in RF phase calibration and signal integrity—and cost realism. Applicants must provide CMMC Level 2 self-certification and adhere to strict Controlled Unclassified Information (CUI) management protocols. Submissions are due by November 12, 2026, via SAM.gov.

On April 18, 2003, the staff of the U.S. Nuclear Regulatory Commission (NRC) forwarded to the Commission SECY-03-0059, "NRC's Advanced Reactor Research Program." This document provided the staff's assessment of NRC's advanced reactor technical infrastructure development and safety research that would be needed to support the review of new and advanced reactor applications planned and envisioned at that time. A new draft was created recently "Advanced Reactor Research Program" (Agency-wide Documents Access and Management System, ADAMS, ML070740637) which identified several research tasks under the thermal-fluids and accident analysis technical areas; the first of which is the completion of R&D phenomena tables for a generic high-temperature gas-cooled reactor (HTGR) design. This involved an assessment of the current knowledge base associated with the identified phenomena to aid in developing analytical tools and technical bases to perform safety analyses and regulatory reviews, and the scope of technology development needs to support HTGR licensing, including both pebble bed and prismatic core designs. Under this requirement, the contractor shall select tools and techniques that are appropriate for the length scales and characteristic Re numbers that correspond to interstitial spaces in both pebble and prismatic HTGR cores and have the capability to simulate local phenomena in the core ranked high by the R&D phenomena tables. The suitability of selected tools and techniques shall be demonstrated by investigating the velocity and temperature field responses to several parameters expected to dominate the thermalfluidic behavior in the core. It is anticipated that the contract will be a cost reimbursement type contract. The period of performance of the resultant contract will be twenty seven (27) months. The Request for Proposal (RFP) will be available on or about June 1, 2007 and will be distributed solely through the FedBizOpps website, http://www.fedbizopps.gov. The FedBizOpps website provides downloading instructions. All future information about this acquisition, including solicitation amendments will also be distributed solely through the FedBizOpps website. Hard copies of the solicitation document and its related documents, as appropriate, will not be available. Because this solicitation and its related documents, as appropriate, will be posted at this website, interested parties are instructed NOT to send letters or e-mails or faxes requesting the RFP. Telephoned, e-mailed, or faxed requests for the RFP will not be accepted. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this acquisition. The Government will not reimburse interested parties for any cost associated with responding to this business opportunity. The size standard for this solicitation is average annual receipts of $4.5 million over the past three years, as set forth under NAICS 541330. Proposals for this requirement may be submitted by all concerns, i.e., large businesses, small businesses, and small businesses owned and controlled by socially and economically disadvantaged individuals. Notice to large businesses: The subcontracting plan requirements of P.L. 95-507 are applicable to this effort. Thus, all large businesses determined to be in the competitive range must be prepared to submit a detailed subcontracting plan.
