The Centers for Disease Control and Prevention plans to issue a sole source purchase order to a Guest Researcher at the Johns Hopkins Medical Institution for an ongoing study focused on HIV resistance testing of plasma and breast milk samples from pregnant women with varying exposure to single dose Nevirapine. Dr. Susan Eshleman, a Board-Certified Clinical Pathologist and director of key virology laboratories at Johns Hopkins, will oversee the work. She has specialized expertise in drug resistance related to HIV subtypes and is uniquely qualified due to her prior work on the HIVNET 012 specimens, making her the only source capable of fulfilling the agency’s requirements under FAR 6.302-1 authorization. This procurement will not be competitively solicited and is intended to be awarded directly to Dr. Eshleman’s team due to their unmatched qualifications and CLIA-certified laboratory capacity. The Government invites interested parties to express interest, but any decision to open the procurement to competition remains at the agency's sole discretion. The contract involves laboratory research under NAICS code 541380, and is not designated as a small business set-aside. Contractual inquiries can be directed to Linda T. Robinson, with Deborah S. McCune serving as the point of contact for contract administration.
