Sources Sought Synopsis announcements are issued to assist the Agency in performing market research to determine industry interest and capability. This Source Sought Synopsis is not a request for proposals and at this time, no solicitation exists. Therefore, do not request a copy of the solicitation. Introduction: The Defense Threat Reduction Agency (DTRA) invites white papers for research and development to support technology applications under this Sources Sought Announcement (SSA) CSC080001113. The administering DTRA program is the Combat Support Contingencies Directorate (CSC). The technologies and/or technology applications are to be considered for research and development efforts for the Fiscal Year 2008 starting in Dec 2008. The total number of pages shall not exceed 5 pages to include rough order of magnitude on cost and effort. Background: DTRA's mission is to safeguard America and its allies from weapons of mass destruction (chemical, biological, radiological, nuclear and high explosives (CBRNE) by reducing the present threat and preparing for the future threat. The objective of this SSA is to acquire scientific, technical, and operational information on the topic area of digital x-ray imaging systems supporting DTRA/CSEC. Services: This announcement seeks qualified sources from Government or Industry to submit white papers to integrate a Liquid Crystal Display (LCD) screen or an Active Matrix/Organic Light Emitting Diode (AMOLED) screen with an Amorphous Silicon (a-Si ) Digital Flat X-ray panel. The intent is to provide a real time, direct reading view of an x-ray image on the x-ray panel without using a separate viewing screen, laptop, or any other detached viewing media. The combined instrument should be capable of being operated as a stand alone independent image capture system for use with 150 - 300 keV portable x-ray generator systems. The panel should have an active viewing area no less than 101mm x 101mm (4 x 4 inches) and no greater than 152 mm x 152 mm (6 x 6 inches). The viewing edge should be no more than 5mm (.197 inches) from the bottom of the panel and no more than 7 mm (.27 inches) from one side. The imaging system should have a minimum of 640 x 480 resolution with 10,000:1 contrast ratio. The x-ray panel should be capable of high resolution images with a dynamic range between 12-14 bits with resolution up to 4lp/mm. The x-ray panel combined with the viewing screen should be no greater than 15 mm thick. The system should be internally powered using a commercial off the shelf power supply such as 3 volt Li-ion battery with the option to use an external power supply using Mil BA5590 batteries. The system should be capable of 1 hour continuous operation with the internal power supply and minimum of 3 hours on the external power. The system should also use a removable storage media to save images. The entire system should be as small as possible while considering the viewing area limitations and weigh no more than 4.5 kgs. The instrument should be ruggedized, weather proof and capable of operating in all weather, terrain and environments. The controls should be simple on/off selectable switches, thumb wheel type switches, or touch screen controls that are easily operated with one hand. The total time of the effort must be completed in 18 months or less. Capabilities: Potential sources must have experience and expertise that demonstrates an in-depth knowledge and background in x-ray imaging systems and flat panel video imaging systems. Responses: Where applicable and appropriate, white papers should directly compare and contrast capabilities with current commercial off the shelf items or known developmental efforts with respect to improvements, limitations, weight, size, cost, power density, capacity, duration, dynamic range of performance, ease of production and ease of use. Specific performance data and materials compatibility information should be provided. Any information submitted in response to this synopsis is strictly voluntary. The Government will not pay for any information submitted in response to this announcement. Offers having the technical skills and capabilities to perform the stated requirement are invited to provide information to contribute to this market survey/sources sought. Responses shall include the following information: company name, address, point of contact, telephone number, email address, business size and small business status such as disadvantaged, 8(a), HUB Zone, Woman Owned, Minority Owned, and/or Veteran Owned, teaming partners and/or major subcontractors or prime. Responses should address how the Offeror can meet any part or all of the above requirements and should not exceed five (5) pages in total. Please submit responses to Wanda Maddox, Contract Specialist via email at wanda.maddox@dtra.mil no later than 12:00 P.M. (Eastern Standard Time) on November 30, 2007.
