This solicitation is being issued under Full and Open Competitive Procedures under NAICS 541710 with a size standard of 500 employees. It is anticipated that a single cost-reimbursement, completion-type contract will be awarded for a seven-year period of performance beginning on or about May 16, 2007, with an anticipated total effort of approximately 13 FTEs per year (including core and non-core functions). Core functions to be performed by the prime contractor should cover overall administration and management, specifically including scientific and technical oversight, project management, regulatory support and general administration. Non-core functions for either the prime contractor or multiple subcontractors shall cover process development, quality assurance/quality control, assay development, initial and pilot lot production, formulation, preclinical evaluation in small animals, and toxicology testing. No facsimile or email transmissions will be accepted. See Government-Wide Numbered Note 26.
