The Environmental Protection Agency's Office of Water is seeking to contract with Diary Science Institute, Inc. for a twelve-month project focused on analyzing and reporting current dairy industry practices that protect water quality. This effort includes researching practices suitable for small dairy producers, nutrient recovery from manure management systems, and integrating findings into existing environmental decision support tools. Additionally, the contractor will study behavioral drivers influencing water quality protection by dairy operators, develop lessons learned and case studies from the 2014 Dairy Sustainability Award Program, and provide comprehensive reports based on these analyses. A key component of the project is the development and integration of a water quality award category into the Innovation Center’s Dairy Sustainability Award Program. This will involve establishing criteria for the award and identifying potential practices and recipients to be recognized. The EPA intends to award this sole source purchase order to Diary Science Institute, Inc. due to their unique expertise and no identified substitutes meeting the agency’s requirements. While this is a notice of intent for a sole source award, the agency is open to considering capability statements or quotations from other interested parties until March 12, 2014, but the decision to pursue competition remains at the agency’s discretion.
