The Department of Defense intends to extend the existing contract with ATAMIR-WSMR LLC for Test Engineering and Analysis Services at White Sands Missile Range, New Mexico. This sole source extension will add a five-month option period to Contract W9124Q-08-C-0547, covering the period from July 1, 2014, through November 30, 2014, with an estimated value of approximately $7 million. The extension is justified under statutory authority allowing for only one responsible source, as no other contractor can provide the specialized services without causing unacceptable delays or increased costs to the mission at White Sands Missile Range. The government's goal is to maintain continuity of these critical services while preparing for a fully competitive follow-on contract. Comments regarding this notice must be submitted by April 23, 2014, but this announcement does not constitute a request for competitive quotations. Any decision not to compete the procurement remains at the government's discretion, emphasizing the essential nature of ATAMIR-WSMR’s role in fulfilling mission requirements without interruption.

Full Description

This announcement is a notice of intent to extend an existing contract on a sole source basis to ATAMIR-WSMR LLC, 1300 Britt St SE, Albuquerque, NM 87123-3353, for the Test Engineering and Analysis Services (TE&AS) contract at White Sands Missile Range (WSMR), New Mexico. The proposed contract action will add one five-month option period to Contract W9124Q-08-C-0547 under the provisions of statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The estimated dollar value of this action is approximately $7M for the period of performance of 1 July 2014 through 30 November 2014. The Government's intent is to extend the current services with ATAMIR-WSMR in order to continue performance of the required services until the fully competitive follow-on contract can be solicited, negotiated, and awarded. Award to any other source at this time would negatively impact WSMR's ability to perform its mission. It would be impossible for any other contractor to perform all of the highly specialized services required for the TE&AS functions without causing an unacceptable delay in the performance of the mission and incurring an additional cost burden. Comments should be submitted to the contracting office by email to: contact@example.gov, no later than 23 April 2014 at 4PM MDT. Comments submitted for consideration of other methods will not be evaluated. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government.
