The U.S. Environmental Protection Agency (EPA) plans to award a sole-source contract to Isotech Laboratories for isotopic analyses of dissolved inorganic carbon (DIC) and dissolved gases, including stable hydrogen isotope ratios of dissolved methane in water samples. This work supports the EPA's Office of Research and Development, specifically the National Risk Management Research Laboratory in Ada, Oklahoma. Isotech Laboratories has been identified as the only commercial provider capable of meeting the technical requirements, largely due to its prior involvement analyzing similar site samples for the EPA’s Ground Water and Ecosystems Restoration Division. This continuity is deemed critical for data consistency across related research projects. The procurement will be conducted under the Federal Acquisition Regulation (FAR) Parts 12 and 13, which govern commercial procedures and simplified acquisition procedures, respectively. Although this notice indicates a sole-source intent, interested firms may express their interest and demonstrate their capability within 15 calendar days of the notice’s publication by submitting documentation to the designated EPA official, Nicole Modafari, via email. However, this notice does not constitute a competitive solicitation, and the EPA retains sole discretion on whether to proceed without competition. The contract corresponds to NAICS code 541380, which covers testing laboratories.

Full Description

Analysis of the Stable Carbon Isotope Ratio of DIC and Dissolved Gases and Stable Hydrogen Isotope Ratio of Dissolved Methane in Water Samples The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1(a)(2), with Isotech Laboratories to provide isotopic analyses of dissolved inorganic carbon (DIC) and dissolved gases, for the Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL) located in Ada, OK. EPA has identified Isotech Laboratories as the only provider of commercial services able to meet the requirements of this procurement. Isotech Laboratories is the only known source able to satisfy the Governments requirement because previous samples sets from similar sites under study by EPA-GWERD were analyzed by Isotech Laboratories. This vendor is, therefore, critical to maintaining consistency in the data collected for these projects. This procurement will be accomplished under FAR Part 12 Commercial Procedures and FAR Part 13 Simplified Acquisition Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified above. Documentation must be submitted within 15 calendar days of the date of publication of this notice. Submit your request in writing to Nicole Modafari via e-mail to contact@example.gov. Telephone requests will not be honored.
