The Department of Homeland Security (DHS) intends to enter into negotiations on a sole source basis with Nomadics, Inc., 1024 S. Innovation Way, Stillwater, OK 74074 The requirement will be a Firm Fixed Priced contract. The contractor will develop a trace explosives detection capability based on fluorescing polymers. The initial phase is to develop the materials platform necessary to fabricate a rapidly thermally desorbing preconcentrator with a high surface area collection surface. The preconcentrator materials are based on micron scale, core-shell particles with metallic cores and ceramic outer shells, an approach to which Nomadics has the intellectual property rights. The proposed contract action is to prepare novel core-shell vapor collection materials, test the materials against explosives vapors and possible interferents, and develop a functional prototype preconcentrator, services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested sources may identify their interest and capability to respond to the requirement in accordance with Numbered Note 22. All responses to this sole source announcement must be received within 15 days from the date of this announcement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be received no later than August 29, 2007, 12 p.m. EST.
