The Air Force Research Laboratory Munitions Directorate at Eglin AFB plans to negotiate a firm fixed price purchase order on a sole source basis with Technical Consultants, Inc. for conducting a Process Hazards Analysis (PHA) and VEXDAM Modeling and Simulation. The PHA involves a detailed assessment to identify, evaluate, and control hazards associated with processes involving energetic and reactive materials used in conventional munitions. This analysis will focus on facilities and operations at AFRL/MN’s High Energy Research and Development Facility, including a 500-ton explosive press. The VEXDAM Modeling and Simulation will assess the pressure and shock effects resulting from varying amounts of Class 1.1 explosive materials. The contractor is required to have expertise in OSHA regulations, explosive manufacturing environments, process safety, and VEXDAM simulation techniques. A final report summarizing the findings from both the PHA and simulations will be delivered to the Air Force. The acquisition is being conducted under FAR 6.302-1 as a sole source procurement due to the unique qualifications of Technical Consultants, Inc., which the Air Force believes is the only provider capable of fulfilling the requirement. The NAICS code applicable to the acquisition is 325920, with a small business size standard of 750 employees. Although this is a sole source intent, other firms with the capability to meet or exceed the performance requirements are invited to submit written responses with documentation demonstrating their qualifications. Only written communications will be considered, and the government will not reimburse costs associated with submission. Questions regarding procurement and technical matters are directed to named contacts at AFRL/MN.

Full Description

The Air Force Research Laboratory Munitions Directorate (AFRL/MN), Eglin AFB, FL, intends to negotiate on a sole source basis, under FAR 6.302-1, a firm fixed price purchase order to Technical Consultants, Inc., 107 Ashwood Terrace, Marshall, TX 75672 for a Process Hazards Analysis and VEXDAM Modeling and Simulation. It is the Air Force Research Laboratory's belief that this requirement can only be met by Technical Consultants, Inc.. A Process Hazards Analysis (PHA) is a thorough and systematic approach for identifying, evaluating, and controlling processes and their hazards. AFRL/MN personnel with knowledge and experience with the specific process being analyzed (developing energetic and reactive materials for conventional munitions to provide dramatically improved performance) will team with the contractor representatives to conduct a PHA on the operating buildings and high explosive processing operations; including a 500 ton explosive press; located within AFRL/MN's High Energy Research and Development Facility (HERD). VEXDAM Modeling and Simulation will also be accomplished to characterize the pressure and shock associated with varying amounts of Class 1.1 materials. The nature of the acquisition is that AFRL/MN requires a contractor to perform this effort which possesses the combination of knowledge of Occupational Safety and Health Administration (OSHA) regulations, explosive manufacturing environments, process safety administration, and VEXDAM Modeling and Simulation. A final report will be developed by the contractor for the Air Force providing the results of the PHA and VEXDAM Modeling and Simulation efforts. The reference number for this acquisition is F08630-03-M-0050. The North American Industry Classification System (NAICS) for this acquisition is 325920. If qualified, please identify whether you are a small or large business based upon this NAICS; small business size standard: 750 employees. All responses to this notice must be written. Oral communication is not acceptable and will not be honored. Any other firm believing it has the ability to meet the Air Force Research Laboratory's requirement is invited to respond to this notice by furnishing clear and convincing documentation demonstrating their ability to meet, at a minimum, all stated performance and capabilities to accomplish the proposed effort. A determination by the Air Force Research Laboratory not to compete this requirement based upon responses to this notice is solely within the discretion of the Air Force Research Laboratory. The Air Force Research Laboratory will not pay for preparation or submission of any information submitted in response to this notice. Procurement questions should be referred to Mr. Jeffrey Richards, Contract Specialist, at +1 (555) 000-0000 Ext. 3414. Technical questions should be addressed to Dr. Larry Stewart, Program Manager, at +1 (555) 000-0000 Ext. 108.

Request for Information - Energetics Center of Excellence
Solicitation # W519TC-26-R-0019
Army Contracting Command-Rock Island is conducting market research through a Sources Sought notice to establish an Energetics Center of Excellence at Blue Grass Army Depot in Richmond, Kentucky. The initiative aims to strengthen the Department of War energetics ecosystem and the Defense Industrial Base by addressing constraints such as aging infrastructure, fragile supply chains, and limited domestic capacity. The government is seeking industry input on transformative, scalable, and commercially sustainable solutions to onshore production, reduce foreign dependencies, and modernize manufacturing processes for current explosives like RDX and HMX, as well as next-generation formulations. The government is interested in a Public-Private Partnership model where facilities are commercially viable and do not rely on recurring government funding for steady-state operations. Proposed solutions must be located at Blue Grass Army Depot and achieve full transition and commissioning within 48 months. While this is currently a request for information, the government has indicated a potential intent to award a non-competitive, sole-source Undefinitized Contract Action with a Firm-Fixed-Price ceiling. Responses must include a technical approach, a rough order of magnitude cost estimate, and a sustainable business model, with a submission deadline of November 2, 2026.
