The US Army Medical Research Acquisition Activity intends to award a sole source contract to Battelle Memorial Institute (BMI) for conducting potency testing on one lot of Heptavalent Equine Botulism Antitoxins (HE-BAT, Lot BIG-02), covering all seven serotypes. The testing must be performed using validated methods in compliance with current Good Laboratory and Manufacturing Practices to ensure consistency and accuracy while minimizing inter-laboratory variability. Battelle Memorial Institute is uniquely qualified as the only US lab with extensive experience and validated testing protocols on botulism antitoxins owned and stored by the US Army Medical Material Development Activity, underscoring the necessity of awarding the contract without full and open competition. This procurement follows the Federal Acquisition Regulation (FAR) 6.302 for sole source awards and invites all responsible sources to submit capability statements, proposals, or quotations for consideration. The announcement will be publicly available for 15 days, after which a solicitation (W81XWH-09-T-0396) will be posted for five days on the acquisition website. The arrangement ensures that potency testing is both reliable and consistent by limiting the work to a single specialized laboratory. For further inquiries, the designated point of contact is Jennifer Jackson.

Full Description

The US Army Medical Research Acquisition Activity proposes to award to Battelle Memorial Institute (BMI), 505 King Ave., Columbus, OH on a sole source basis, for services to conduct potency test on one lot of Heptavalent Equine Botulism Antitoxins to be tested: HE-BAT, Lot BIG-02. The BMI will conduct potency test for all 7 serotypes. It is critical for the government that testing be conducted with validated test methods in accordance with current Good Laboratory and Manufacturing Practices guidelines in manner that will minimize inter laboratory variance. Battelle Memorial Institute is the only laboratory in the US that has a history of testing of botulism antitoxins owned and stored by the US Army Medical Material Development Activity with developed validated tests of the antitoxin. Testing at various laboratories can introduce variability in the test results and render results open to interpretation. In order to minimize inter-laboratory variability, it is prudent to test the antitoxin at single laboratory repeatedly with validated methods. This procurement shall be under other than full and open competition procedures in accordance with FAR 6.302. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. After the publication of this announcement for fifteen (15) days, solicitation W81XWH-09-T-0396 will be posted for five (5 days) at https://acquisition.army.mil/asfi/. The Point of Contact (POC) for this action is: jennifer.jackson@.amedd.army.mil.
