The U.S. Coast Guard, under the Deepwater program, is developing the Eagle Eye Unmanned Aerial Vehicle (UAV) manufactured by Bell Helicopter Textron Incorporated (BHTI). The U.S. Marine Corps is also planning on procuring eight production aircraft to under the VUAV program. The Eagle Eye is currently still in the development stage, with its first flight scheduled for the Spring of 2005. The Joint Aircraft Survivability Program Office (JASPO) would like to conduct a preliminary infrared (IR) assessment of the Eagle Eye prototype. This assessment will enable DoD and DHS to characterize the IR signature and susceptibility of a tactical tilt-rotor class UAV. Currently, there are no tilt-rotor class UAVs in the inventory, and there is no historical data or characterization of the susceptibility of this type of platform to IR threats. Tactical UAVs are frequently required to operate in environments where there are IR threats and sensors, either from man-portable air defense systems (MANPADS), night vision equipment, or ships and aircraft equipped with Infrared Search and Track (IRST) sensors. These UAVs will operate under war and peacetime conditions, conducting Intelligence, Surveillance and Reconnaissance for military forces, for homeland defense, and for counter-drug operations. This baseline assessment will facilitate development of concepts of operations and provide a technical basis for survivability enhancements to the platform. - The Government intends to negotiate and establish a Sole Source Firm Fixed Price contract with Bell Helicopter Textron Inc. to perform a preliminary assessment of the IR signature of the Eagle Eye UAV in several specific flight conditions, under specific bands and background conditions. The total estimated dollar value of this procurement is estimated to be $150,000. Companies interested in responding to this request for information must possess a SECRET facility clearance. This baseline assessment will facilitate development of concepts of operations and provide a technical basis for survivability enhancements to the platform. 2.0 OBJECTIVES The objective of this test is to perform a preliminary assessment of the IR signature of the Eagle Eye UAV in several specific flight conditions, under specific bands and background conditions. IR measurements are required for band I, band IV, and long wave IR. Spectral data shall also be collected for the range 1um to 14um. These measurements shall be recorded for three different sun positions: Daytime (sunny side of aircraft), daytime (shady side of aircraft), and nighttime. The following flight conditions shall be included in the contractor's proposal, . 1. 360 degree pedal turns 2. Fly bys at four angles (nose-on, tail-on, broadside (sunny side), broadside (shady side)) and at two different speeds for each angle (loiter speed and max speed). 3. Fixed point hovers at 45 degree azimuth increments. Each of the above should be performed at an elevation angle (look-up angle) of 20-30 degrees. The proposal should include an option (with cost breakdown) for repeating each of the tests at a second elevation angle of 10-15 degrees. Table 1 Illustrates the desired run matrix with respect to flight condition/aspect, camera look-up elevation, and background condition. The matrix has been divided into four separate events, A through D. The proposal shall be priced as combinations of the events as follows: A and B; A and C; A, B and C; A, B, C and D. These combinations shall include the cost of the test from start to finish including preparation, set-up, data collection, analysis and reports.
