The National Cancer Institute on behalf of the National Center for Complementary and Alternative Medicine (NCCAM) intends to negotiate on a sole source basis, with McKesson BioServices, Inc., Rockville, Maryland, for a modification to add work related to an existing research and development Contract N01-AT-28603 entitled - Research-Grade Cranberry Product Development. McKesson BioServices, Inc., has developed, as contracted, four well-characterized products: cranberry beverage and a matching placebo beverage, as well as a cranberry powder and matching placebo powder. NIH-sponsored grantees who responded to an RFA are required to use the products developed by the Contractor. The grantees expect delivery of products Summer 2004. These grantees require larger quantities of product than originally required in the Contract. The increased grantee needs result in increased production, increased storage, increased handling, more frequent shipping, the need for an inventory control system, and more complex labeling of individual containers. Therefore, a determination to use other than full and open competition has been made in accordance with 41 U.S.C. 253 (c) (1) as set forth by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. See Numbered Note 22.
