NASA’s NSSC is issuing a solicitation for its Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, targeting small businesses with 1,000 or fewer employees under NAICS Code 541712. This procurement is a total set-aside for small businesses and does not involve the acquisition of commercial items under FAR Part 12. The solicitation is scheduled for release around November 14, 2016, with proposals due by approximately February 1, 2017. Interested small businesses must submit proposals electronically via NASA’s SBIR/STTR online portal, as paper copies will not be distributed. This initiative aims to foster federal research and development opportunities for small businesses while encouraging the commercialization of new technologies. Potential offerors should monitor NASA’s SBIR/STTR homepage for solicitation access and any amendments since all responsibility for obtaining documents rests with the offerors. Questions related to the solicitation must be submitted in writing to the designated points of contact, including Contracting Officers Ben Benvenutti and Rosa L. Fletcher, as telephone inquiries will not be accepted. The solicitation will highlight specific product areas within each subtopic that NASA intends to emphasize for the 2017 cycle. Compliance with NASA Clause 1852.215-84 concerning the Ombudsman is applicable, providing interested parties with a resource for addressing acquisition concerns. Participants must have Internet access and an email address to engage in the solicitation process.
