The United States Army Mission and Installation Contracting Command Center at Yuma Proving Ground intends to negotiate a three-year indefinite-delivery-indefinite-quantity contract on a sole source basis with the University of Nevada, doing business as the Desert Research Institute. This follow-on contract focuses on providing geological and terrain study and analysis services for the National Counterterrorism Counterinsurgency Integrated Test and Evaluation Center. The scope of work includes non-personal services related to terrain analysis, special studies, and test planning and execution. The government is pursuing a sole source procurement because the Desert Research Institute developed proprietary test methodologies and possesses specialized knowledge from previous efforts that are critical to the mission. While this notice is not a request for proposals, interested firms may submit capability statements or white papers for market research purposes by August 30, 2011. The final determination regarding whether to compete the contract remains at the sole discretion of the government.

Sole Source Intent. The United States Army Mission and Installation Contracting Command (MICC) Center, Yuma Proving Ground (YPG), Arizona, intends to negotiate a three-year indefinite-delivery-indefinite-quantity contract on a sole source basis with The University of Nevada, DBA Desert Research Institute, located at 2215 Raggio Parkway, Reno NV 89512-1095. This contract will be a follow on to contract number W9124R-07-C-0028. Desert Research Institute (DRI) currently provides geological and terrain study and analysis services for the National Counterterrorism Counterinsurgency Integrated Test and Evaluation Center (NACCITEC) located at the U.S. Army Yuma Proving Ground (USAYPG), AZ. These non-personal services include support in the areas of Terrain Analysis, Special Studies, & Test Planning & Execution. DRI, as the previous provider, developed proprietary test methodologies and possesses in-depth knowledge of the test requirements gained through previous efforts that would be lost if the follow-on effort were awarded to another entity. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION WILL BE ISSUED. If you feel that your firm possesses the ability to provide the required services, you may submit a capability statement or white paper which may be used for market research purposes for the follow-on acquisition. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All inquiries or submissions shall be emailed to the POC listed below or sent by facsimile to +1 (555) 000-0000 by 30 Aug 2011 12:00 p.m. MST.

Land Mobile Radio Infrastructure Maintenance and Support
Solicitation # PANMCC26P0000057395
The Mission and Installation Contracting Command - Yuma Proving Ground is conducting market research to support the procurement of infrastructure maintenance and support subscription services for the ASTRO 25 Land Mobile Radio (LMR) network at Yuma Proving Ground, Arizona. The government intends to award a Firm-Fixed Price contract on a sole-source basis to Motorola Solutions, Inc. due to the proprietary nature of the P25 digital system and the need for Original Equipment Manufacturer resources to ensure compliance with Department of Defense Instruction 8500 Information Assurance requirements. The scope of work includes 24/7/365 remote technical support, OEM-level diagnostics, advanced repair and return services for proprietary components, and the delivery of System Upgrade Agreement II updates to maintain cybersecurity and network operations. The requirement is classified under NAICS code 811210 for Communication Equipment Repair and Maintenance Services. Key deliverables include quarterly STIG updates, an integrated vulnerability scanning hardware solution with remediation services, and the appointment of a Program Manager and Alternate Manager. Performance standards are based on ISO 9001 and TL 9000, with quality measured against a Performance Requirements Summary. While the government is currently seeking capability statements from the small business community to determine if competition is viable, the current intent remains a sole-source award to the OEM to mitigate risks associated with aging hardware and proprietary software configuration.
