Fire Alarm engineering for Lewis County
Solicitation # 2026-RFQ-040
Lewis County is soliciting qualifications under solicitation 2026-RFQ-040 for a professional engineering firm to provide comprehensive design and engineering services for fire alarm systems. The project encompasses several County-owned facilities, including the IT Building, Historic Courthouse, Health Building, and Lewis County Jail. The selected firm will be responsible for conducting on-site evaluations to determine the remaining useful life of existing systems, assessing code compliance with NFPA 72, IBC, and IFC standards, and developing bid-ready construction drawings and technical specifications. All designs must be stamped by a licensed electrical engineer familiar with Washington State fire alarm requirements and must integrate smoothly with existing infrastructure to ensure standardized maintenance and operations. Proposals are due by November 10, 2026, via the OpenGov platform and will be evaluated by a committee of at least three County employees using a points-based system. The evaluation criteria are equally weighted at 20 percent each across four categories: firm qualifications (including NICET certifications and licensed engineer availability), responsiveness and capacity to begin work within 30 days, regulatory compliance and permitting records, and the clarity and detail of blueprint designs. Applicants must provide a statement of qualifications, three public agency references from the last five years, and resumes of key personnel. The contract is administered by Matt Patana, Capital Infrastructure Specialist, based in Chehalis, Washington.

The 45th Contracting Squadron intends to negotiate a contract on a sole source basis with Dynamics Technology, Inc., for Multi-Phenomenology Source Term and Propagation Modeling. The primary objective of this effort is to develop an integrated modeling suite for prediction and characterizing multi-phenomenology signals emanating from equipment and facilities. The modeling suite will consist of imported facility models, source term models, and multi-phenomenology propagation models. The architecture will allow for the easy integration of future source term and propagation models. The sole source acquisition is justified under 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Evaluation of the contractor's unique capability and existing products, concluded that the highly specialized effort required is available from only one source. A cost-plus-fixed-fee contract is contemplated with one-year basic contract period and a 1-year option period. This effort would require both a facilities and storage capability of at least the SECRET NO FOREIGN level, and the ability to support secure communication capabilities at the SECRET NO FOREIGN level. The applicable North American Industry Classification System (NAICS) code and size standard are 541330/$23.0 million. Reference Note 22 Applies to this synopsis. No solicitation documents exist at this time.
