The U.S. Army Corps of Engineers plans to award a sole source, firm fixed price contract to The Nature Conservancy (TNC) to provide specialized technical support related to natural resource management and conservation science for the Strategic Environmental Research and Development Program (SERDP) and the Environmental Security Technology Certification Program (ESTCP) Office. The contract period runs from March 15, 2010, through May 23, 2010. TNC is uniquely positioned to perform this work due to its extensive expertise in national conservation efforts, detailed knowledge of SERDP and ESTCP programs, and understanding of Department of Defense environmental issues tied to sustainable infrastructure. The contract emphasizes the need for an independent, unbiased organization without conflicts of interest, a characteristic deemed not generally available within for-profit entities. Key responsibilities include assisting with program management and coordination within the Sustainable Infrastructure focus area, supporting annual program reviews, conducting field visits, and overseeing project technical committees. TNC will manage individual projects by working closely with Principal Investigators and support staff, ensuring both technical and fiscal quality. They will also review proposals, facilitate coordination with various federal agencies, participate in necessary meetings, and deliver technical briefings to high-level federal officials. The contract requires monthly progress reports detailing all activities performed. While this is a sole source contract under regulations allowing no other source, the government invites alternative firms to demonstrate their capability within 15 days of notice publication. If no viable alternatives emerge, the contract will be awarded to TNC, with services provided primarily to the SERDP/ESTCP Office in Arlington, VA.
