The contract modification for Northrop Grumman Electronic Systems (NGES) extends the period of performance for continued operation and support of the Vehicle and Dismount Exploitation Radar (VADER) system from April 16, 2013, through December 31, 2013. This action maintains support for two deployed VADER systems with operational crews in Afghanistan (Operation Enduring Freedom) and one system stationed within the continental United States (CONUS). The contract, a Cost-Plus-Fixed-Fee agreement, also includes provisions for contractor support both overseas and stateside during the extension period, along with options to deploy a third crew for each overseas system to facilitate 24-hour operations. Additional options allow for extending the contract period through the end of 2014. VADER is an advanced Moving Target Indicator radar integrated into a manned fixed-wing aircraft, equipped with Ground Moving Target Indicator and Synthetic Aperture Radar capabilities to detect vehicles and dismounted personnel. The radar data is transmitted via a Tactical Common Data Link to a ground station responsible for radar control, mission planning, and data exploitation. This sole source contract action is pending approval under Federal Acquisition Regulations, with Northrop Grumman deemed the only responsible source capable of meeting the agency’s requirements. Interested parties wishing to challenge the sole source designation or express interest in providing the required services were invited to submit formal documentation by early February 2013.
