Edwards Air Force Base intends to award a sole source procurement contract to Accudyne Systems, Inc. for the development of an optimal placement-grade thermoplastic composite material suitable for fiber and tape placement and filament winding. This one-time service contract involves the fabrication of thermoplastic composites using placement tow or tape technology, with collaborative efforts between the Air Force Research Laboratory (AFRL/PRSM) and the contractor to define material and fabrication requirements, including candidate resins and fillers. The contract mandates a series of deliverables, including periodic reports and presentations on the research and fabrication progress at intervals of 2, 12, 18, and 24 weeks after contract award, culminating in the delivery of demonstration samples and a final comprehensive report. The procurement is set as a sole source action to Accudyne Systems unless other interested and capable parties submit written information showing their ability to meet the requirements by the specified deadline of July 2, 2006. This information will be used solely to determine whether the procurement should be opened to competition; however, the Air Force retains full discretion to proceed with the sole source award if no sufficient responses are received. The contract involves non-personal services covering all labor, materials, tools, and facilities needed for the project, with firm deadlines for key milestones to ensure timely progress tracking and evaluation of demonstration materials by AFRL for potential research and development purposes.
