The National Cemetery Administration (NCA), under the Oakland Memorial Service Network Five, is awarding a sole-source contract to Designed Engineering Fabrications INC for the design, manufacture, installation, and testing of four prototype devices intended to attach to Government-provided vehicles (Toro HDX or Workman 3200/3300). These devices will facilitate the transportation and delivery of a single casket to gravesites. The contract is a follow-on effort from a previous order and involves the continued development of a unique product not available commercially, with an estimated cost of $19,730. The decision to limit competition is based on statutory authority allowing non-competitive procurement when only the original source can provide the required supplies or services, ensuring program continuity and preservation of critical developmental data. Extensive market research confirmed that no suitable commercial product exists, and involving other companies could disrupt the integrity of the development process. No efforts were made to solicit offers from other sources, and no other parties have expressed interest to date. The agency does not anticipate any future requirements for this product after the current development phase, and the interim contract allows time to explore competition opportunities in any subsequent long-term acquisitions if needed. The contracting officer certifies that this procurement process is justified and complies with applicable regulations.
