A/V Modernization - Phase II

The Jurupa Community Services District (JCSD) is soliciting proposals for A/V Modernization - Phase II, a turnkey project to design, install, and support upgraded audiovisual systems across various facilities in Jurupa Valley, California. The scope includes conferencing, digital signage, and public meeting environments, with a specific focus on improving reliability, ease of use, and supportability. Key technical requirements include the integration of Zoom Rooms and Microsoft Teams Rooms, the use of professional-grade equipment such as Q-SYS-class processing and direct-view LED, and the implementation of front-of-room-only presenter tracking in Activity Room A to ensure privacy. The selected consultant will be responsible for the full lifecycle of the project, from design finalization and installation to commissioning, training, and the delivery of all programming source files and configuration backups. Proposals must be submitted by October 7, 2026, via two separate emails: a technical proposal in PDF format and a separate fee proposal. Evaluation will be based on the consultant's project understanding, relevant experience with networked AV and public-sector environments, stakeholder engagement strategy, and the reasonableness of the cost proposal. The contract requires adherence to California Labor Code prevailing wage laws and registration with the Department of Industrial Relations. Final acceptance is contingent upon JCSD verification that all systems are operational, network integration is complete, and all punch-list items are resolved. Payment bonds and performance bonds may be required for contracts exceeding 25,000 dollars.
