AI Contract Overview
The Naval Air Systems Command (NAVAIR) plans to award a contract to the Boeing Company for the production of VLA-150 Host Processor Cards (A12 Cards) to support the Taiwan Air Force's P-3C platform. Scheduled for award in the fourth quarter of fiscal year 2026, the contract anticipates delivery of up to ten A12 Cards within the calendar year 2026. This procurement will be executed under a sole-source justification, as Boeing is uniquely qualified due to its exclusive knowledge of the design, technical data, and maintenance requirements necessary to support the operational needs of the P-3C aircraft with these specific circuit cards. A Sources Sought Notice issued in April 2026 allowed interested parties until early May 2026 to submit capability statements, but following a review, no further responses will be considered as the contract will not be competed. Those interested in potential subcontracting opportunities are encouraged to contact Boeing directly. The overall effort is categorized under NAICS code 336413, relating to aerospace product and parts manufacturing, with administrative and performance oversight managed by NAVAIR from offices in Patuxent River, Maryland, and performance anticipated in Seattle, Washington. Primary points of contact within the Navy are provided for additional information.

Full Description
The Naval Air Systems Command (NAVAIR) intends to issue a contract action to the Boeing Company (Boeing), 14441 Astronautics Lane, Huntington Beach, CA, 92647 for VLA-150 Host Processor Cards (A12 Cards) in support of the Taiwan Air Force P-3C platform.
Contract action award is planned to occur in 4th Quarter FY26. Delivery of up to ten Cards is anticipated in calendar year 2026. The effort shall be procured pursuant to 10 U.S.C. 3204(A)(1) and FAR 6.103-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Boeing is the only known source with the requisite knowledge of the design, technical data, instruction manual, installation procedures, and maintenance data necessary to support/sustain the aircraft, fabrication, performance and operational characteristics of the A12 Cards capable of meeting the P-3C requirements, and is therefore uniquely qualified to deliver these Cards.
The 24 April 2026 Sources Sought Notice provided the opportunity for interested persons by 1 May 2026 to submit a Capability Statement identifying their interest and capability to respond to the requirement or submit proposals. The Government has completed its review of all written information submitted on or before 1 May 2026 in response to the Sources Sought Notice. The Government will not consider any information submitted by interested parties in response to this Presolicitation Notice. This notice of intent is not a request for competitive proposals. Companies interested in subcontracting opportunities should contact Boeing directly via Mr. David Wallace at david.e.wallace2@boeing.com.
