2026 Volunteer Fire Capacity Grant
Solicitation # 2139681
The New York State Department of Environmental Conservation is administering the 2026 Volunteer Fire Capacity Grant Program, funded by a federal appropriation of 857,629 dollars. This program provides matching grants to eligible rural fire departments for the purchase of wildland firefighting suppression supplies. To be eligible, departments must be comprised of at least 80 percent volunteer personnel and serve a rural area, defined as a town or village with a population of 10,000 or less based on the 2020 Census. Selected departments can receive a maximum award of 3,500 dollars, which must be matched 50/50 by the recipient. Grant funds must be used for items directly related to wildland firefighting that benefit the local rural community, with a restriction that no individual item exceeds 9,999 dollars. Selection is based on the department's funding history over the previous five years, whether it is a newly formed establishment, and the presence of a Native American community within its jurisdiction. The program operates under federal guidelines from the US Forest Service and the Cooperative Forestry Assistance Act of 1978. Applications are accepted through December 30, 2026. This solicitation does not have specific goals for Service-Disabled Veteran-Owned, Minority, Women, or Disadvantaged Business Enterprises. All inquiries and applications are managed by the Volunteer Fire Capacity Grant Coordinator within the Division of Forest Protection.

The California Governor's Office of Emergency Services (Cal OES) is issuing a Request for Proposal (RFP) for Remote Sensing Aircraft & Staffing for the Fire Integrated Real-time Intelligence System (FIRIS) Program, which provides enhanced wildfire situational awareness for first responders. The FIRIS program utilizes aerial resources with enhanced Incident and Assessment (IAA) technology to provide the California Fire and Rescue Mutual Aid System, state emergency decision makers, ground-based Incident Commanders (IC), Emergency Operations Centers (EOC), Emergency, Command/Communications Centers (ECC), the State Operations Center (SOC), Unified Coordination Group (UCG), policy makers, law enforcement (LE), and other private, local state and federal agencies, the critical information they need during the onset of incidents and disasters.
The Cal OES All Risk-All Hazard FIRIS Program provides enhanced situational awareness for first responders by combining IAA, capabilities with accurate, real-time wildland fire spread modeling and an integrated common operational software platform for sharing and accessing information. The intent of the FIRIS Program is to provide support to First Responders during All Risk-All Hazard incidents in California.
Addendum #1 incorporates updates to key action dates. Please see attached Addendum #1 for more information.
