A460 RFQ Professional Consultant Services

The Massachusetts Port Authority (Massport) is seeking multiple qualified multidiscipline consulting firms to provide on-call professional services for the digital capture of its entire building portfolio. The primary objective is to digitize assets through 360 photogrammetry and interior laser scanning, with secondary tasks including drone flights and exterior scanning. These services will convert scan data into Revit Models, GIS, and 2D CAD formats to establish a baseline for digital asset analysis and future capital program decision-making. All work must be performed within the United States, and deliverables must comply with Massport BIM, GIS, and CAD standards, including the authority-wide room numbering standard. The selection process is a two-step approach involving the shortlisting of at least three firms based on Statements of Qualifications, followed by a final selection. Evaluation is based on four equally weighted criteria: experience and knowledge of the team, technical approach including QA/QC and construction oversight, BIM/VDC and Lean integration, and a commitment to diversity and inclusion for MBE/WBE/VBE/SDVOBE firms. Massport intends to select two consultants, with each receiving a contract not to exceed five million dollars. Submissions must be delivered in PDF format via Bid Express by December 3, 2026, at 12:00 Noon EST. Required documentation includes a cover letter signed under the pains and penalties of perjury attesting to the ability to obtain insurance, SF 330 questionnaires, and current socioeconomic certifications. All technical leads must be registered Architects or Engineers in the Commonwealth of Massachusetts upon project commencement, and personnel must be able to obtain SIDA badges for site access.
