The City of Blue Springs, Missouri, has issued solicitation 24-08-01 for engineering design services for the AA Highway Reconstruction Project. This initiative targets a major collector roadway from 40 Hwy to the eastern city limits to address significant congestion caused by a 150 percent increase in traffic volumes and a history of disabling injury crashes. The project aims to transform the existing two-lane rural highway into a safer corridor by implementing a center turn lane, right turn lanes as warranted, buffered bike lanes, sidewalks, a shared use path, lighting, and other amenities. These improvements are designed to support increased bicycle and pedestrian traffic from nearby schools, Young Park, and recent multi-family developments, while maintaining a direct connection to the Adams Dairy Parkway Trail. The scope of work for the selected firm includes survey, design, right-of-way documentation, utility coordination, public involvement, bidding assistance, and construction services. The City emphasizes the importance of familiarity with MARC STBG funding and strict adherence to the project schedule. Interested parties must submit their qualifications by the deadline of October 11, 2024. The successful candidate will be required to enter into the City's standard professional services agreement to execute these critical safety and infrastructure enhancements.

Full Description

This project will make safety improvements along AA Hwy, a major collector, from 40 Hwy to the eastern City limits. This 2-lane rural highway is experiencing congestion as a result of 150% increase in volumes, which causes back-ups at a blind vertical curve. Five disabling injury crashes are recorded along the corridor. The corridor is also experiencing increased bicycle and pedestrian volume from the nearby Blue Springs South High School, William Bryant Elementary, Young Park, and recent multi-family infill development; it provides a direct connection to the Adams Dairy Parkway Trail. The project will improve the existing corridor to a two-lane roadway with a center turn lane and right turn lanes as warranted, as well as a shared use path, sidewalk, buffered bike lanes, lighting and amenities
