FY 27 A&E IDIQ Solicitation

The Department of Defense is soliciting a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, solicitation number FA561326R0004, for Architect-Engineer (A-E) services to support the 86th Civil Engineering Group at Ramstein Air Base and the 52 CES at Spangdahlem Air Base. The contract is intended to support the Kaiserslautern Military Community and other geographically separated areas within the U.S. European Command. The government plans to establish a pool of up to eight firms for a ten-year period, consisting of a five-year basic ordering period and a five-year option, with a total anticipated ceiling of 59 million dollars. Required expertise spans architectural, civil, structural, mechanical, and electrical engineering, with specialized requirements for cybersecurity, fire protection, and SCIF planning. All work must comply with both U.S. regulations, such as UFC and UFGS, and German standards, including DIN and VDE, with bilingual documentation required in English and German. Contractors must be registered in SAM.gov and the PIEE portal, as all invoicing must be processed electronically via the Wide Area Workflow (WAWF) system. Offers are accepted in euros, and the government emphasizes that A-E firms must be located in or maintain a branch in Germany.
