A&E IDIQ Presolicitation Notice

The contract solicitation FA561326R0004 is a presolicitation for a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to reacquire Architect and Engineer (A&E) services for the 86th Civil Engineering Squadron, supporting the Kaiserslautern Military Community and broader U.S. European Command area. Deliverables include design documents at 15%, 35%, 95%, and 100% completion phases, parametric cost estimates via PAX/PACES, geospatial databases compliant with ESRI topology and AF SDSFIE schema, as-builts, record drawings, and quality control reports—all in English and requiring professional human translation into German, with AI-generated translations strictly prohibited. All technical work must adhere to U.S. standards including UFC, UFGS, Military Standards, and WBDG, which supersede German codes when more stringent. Contractors must maintain a physical presence in Germany or have a German branch office, and all key personnel must meet strict qualification criteria: the Project Manager must be on-site for critical design reviews and available on short notice; Quality Assurance Inspectors need five to seven years of construction experience with at least three years managing DoD projects; Cybersecurity Designers must be experts in FRCS and OT environments; and Fire Protection Engineers must be registered professionals directly involved in design and certification. Security requirements mandate that all personnel working on classified projects hold U.S. citizenship and appropriate clearances, with dedicated Site Security Managers and ICD 705 SMEs embedded in the design team throughout the project lifecycle.
