CSS - Upgrading PExA 2.1 to Vial-Based (PExA Cap)
Solicitation # 75N98027Q00044
The National Institutes of Health (NIH), Office of the Director, is seeking a Firm-Fixed-Price purchase order under solicitation 75N98027Q00044 to upgrade a Government-owned PExA 2.1 instrument to PExA Cap functionality. This upgrade, intended for the Laboratory for Chronic Airway Infections, converts the existing paper-based collection mechanism to a vial-based system to eliminate post-collection substrate processing and improve analyte detectability. The scope of work includes the factory-level installation, servicing, and calibration of the instrument, the provision of 100 disposable sample kits, and a minimum one-year warranty. The contractor is also responsible for the fully insured, round-trip door-to-door transport of the sensitive scientific equipment between the contractor's facility and the NIH site in Bethesda, Maryland, using a carrier experienced in handling medical instrumentation. This unrestricted acquisition is conducted under FAR Subpart 12.6 for commercial items and is not expected to exceed the simplified acquisition threshold. The Government will award the contract based on best value, where technical capability, past performance, and delivery schedule are collectively considered significantly more important than price. While PExA AB of Gothenburg, Sweden is the brand name reference, the solicitation allows for equal products provided they meet all salient functional and performance characteristics. Proposals must be submitted by November 12, 2026, and must include the offeror's UEI, TIN, business size certification, and the country of origin for all supplies.

Full Description

The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Abaxis, Inc. for Abaxis Vetscan HM5 Hematology Analyzers with reagent packs and controls. The Abaxis HM5 is a fully-automated hematology analyzer. This unit is easy to use with a small footprint, limited maintenance requirements, and is able to withstand decontamination, making it a widely used platform in containment labs. This unit was designed for use with animal samples and can be run using very small sample sizes, which is imperative for our studies using animals such as mice, where the total blood volume obtained per animal is nominal. This is also the platform being used by the Comparative Medicine Branch in building 23, who we regularly collaborate with. These units will allow us to standardize our BSL-3 and BSL-4 containment research with the data from our colleagues in CMB.. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1).. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to William Brannen at contact@example.gov by 10:00 A.M. EST, January 14, 2019.
