Solicitation HSCG40-17-Q-40219 is a request for quotations issued by the Department of Homeland Security, specifically the US Coast Guard Surface Forces Logistics Center, for a firm-fixed-price requirements contract. The contract covers the inspection, disassembly, overhaul, testing, and purchase of ABB Turbochargers (NSN 2950-01-421-4390) and Turbocharger Cartridges (NSN 2990-01-467-2076) used on 225 Ft WLB Coast Guard Vessels. The scope of work includes providing all necessary personnel, labor, materials, and test equipment to perform services in accordance with specification R-233-2023, with deliverables shipped FOB Destination. The contract structure consists of a one-year base period and four option years. Due to the proprietary nature of the technical data and the requirement for original equipment manufacturer parts to ensure operability and warranty, the Coast Guard has designated this as a brand-name justification limited to ABB Turbochargers. The procurement process included several amendments to extend the response deadline, ultimately moving to September 29, 2017, and updating the Schedule of Supplies to refine estimated quantities for various Contract Line Item Numbers. Interested parties were required to demonstrate bona fide capability and provide pricing for all listed items to establish costs for potential future needs.
