This amendment to solicitation 09-AACR-LFF provides clarifications and extends the proposal deadline to December 23, 2008. The government seeks a Blanket Purchase Agreement for credit report accessibility to support the Department of Health and Human Services, specifically for the National Health Service Corps and Nursing Education Loan Repayment programs. These reports will be used by federal staff to determine applicant eligibility for scholarships and loan repayments, while collection credit reports will be used specifically to locate participants with updated addresses. The requirement is for a new contract and does not involve the creation or maintenance of a database or website. The selected provider must offer real-time, 24/7 online accessibility with a 24-hour turnaround time. Work cannot be performed offshore. Estimated volumes include approximately 250 standard credit reports and 60 collection reports per month, with peak demand for standard reports occurring between January and May. Offerors are required to submit representations and certifications in accordance with FAR 52.212-3 and 52.212.2(a).
