The 186th Air Refueling Wing, Meridian, MS issued a sole source award utilizing Simplified Acquisitions Procedures to Air Cruisers Company, LLC for AC-9 Life Raft System Part Number: 66309-101 on NGB contract W50S7J21P0006. AEF Part # 66309-101 Life Raft System 9 person is solely manufactured by Air Cruisers Company. AFMAN 11-2RC-26B Vol. 3 Table 6.4 RC-26 Aircrew Flight Equipment Configuration names Life Raft, 9 Person, AC-9. No alternative life raft is listed in AFMAN 11-2RC-26B as a suitable alternative. Air Force Materiel Command has determined the AC-9 (TSO-C70a, Type I, dual tube design) exceeds safety, reliability & performance capabilities. The life raft storage location in the C-26 aircraft is configured specifically to the dimensions and weight of the AC-9 life raft. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to FAR 13.106-1(b), only one responsible source and no other supplies or services will satisfy agency requirements. Telephonic inquiries will not be accepted. This is not a request for competitive proposals. The decision not to compete this requirement is within the discretion of the Government. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in future procurements.
