Acceptance of Hazardous Waste for Disposal

Dane County is soliciting proposals under solicitation 2026-RFP-070-PR for the collection, transportation, and disposal of hazardous waste from the Clean Sweep Program located at Landfill No. 2 (Rodefeld) in Madison, Wisconsin. The selected contractor will be responsible for the proper packaging, labeling, and final disposition of materials—including reuse, reprocessing, or treatment—in strict compliance with EPA, DOT, WDNR, and OSHA regulations. Key operational requirements include providing a minimum 48-foot shipping trailer for waste accumulation, conducting at least two annual satellite collection events at off-site locations, and providing annual safety and waste segregation training for county staff. The contractor must also supply all necessary safety equipment, such as spill containment systems and personal protective equipment. Proposals are evaluated based on a point system considering regulatory licensing, waste stream management capabilities, cost, and local vendor preference, with additional points awarded to businesses located in Dane County or adjacent counties. The submission process requires an electronic proposal via the OpenGov portal, including a vendor questionnaire, insurance certificates, and a separate cost proposal. Awarded vendors must provide a one-year warranty on services and, if they have 20 or more employees and a contract exceeding 20,000 dollars, submit a written affirmative action plan.
