The Canada Revenue Agency (CRA) is seeking the provision of parts and labour for the technical support, programming, installation, service, and maintenance of its Integrated Security System (ISS) across approximately 77 locations in Canada. A primary objective of the contract is the potential conversion of up to 51 sites from a combination of Digital Security Controls (DSC) Intrusion Detection Systems and Kantech Access Control systems to a unified Kantech Intrusion/Access Control platform. These services are required on an as-and-when-requested basis across five regions: the National Capital Region, Ontario, Quebec, Atlantic, and Western Canada. The CRA intends to award up to five contracts for an initial term of three firm years, with four irrevocable one-year extension options. Bidders may bid on one or more regions, and each region will be evaluated independently based on the highest combined rating of technical merit and price. The financial evaluation consists of a labour price score and a specified products discount score based on percentages off MSRP for manufacturers such as Axis, Milestone, and HID. Minimum work guarantees range from 50,000 CAD to 100,000 CAD per region. Strict security requirements apply, including Reliability Status clearance for personnel, Protected B facility safeguarding capabilities, and a prohibition on storing protected data outside of Canada. All bids must be submitted via the Canada Post Connect service to the CRA Bid Receiving Unit.

Full Description

The Canada Revenue Agency (CRA) requires the provision of parts and labour (technical support, programming, installation, service, and maintenance) on an “as and when requested” basis for its Integrated Security System (ISS) at CRA locations across Canada. The CRA is considering the conversion of up to 51 sites currently using a combination of Digital Security Controls (DSC) Intrusion Detection Systems and Kantech Access Control systems to a unified Kantech Intrusion/Access Control platform. The site counts identified below represent the CRA’s current intended conversion plans for planning and estimation purposes only and do not constitute a commitment to convert any specific number of sites. The CRA requires the goods and services referenced above in the following regions: 1. National Capital Region (NCR) – up to 11 sites identified for potential conversion; 2. Ontario – up to 13 sites identified for potential conversion; 3. Quebec – up to 1 site identified for potential conversion; 4. Atlantic – up to 4 sites identified for potential conversion; and 5. Western – up to 22 sites identified for potential conversion. Bidders may submit a bid for one (1) or more Regions identified in this RFP. Only one (1) bid submission is required, regardless of the number of Regions for which the Bidder is submitting a bid. The Bidder's submission must clearly identify each Region for which it is proposing to provide the required goods and services. For each Region bid, the Bidder must provide all information required by this RFP, including any Region-specific technical information, resource information, and pricing, in the format prescribed in the bid solicitation documents. Requirement, project experience, certification, corporate qualification, or other bid components that are not Region-specific need only be submitted once and will be evaluated for all Regions included in the Bidder's submission. Bids for Multiple Regions: Requirements identified as Region-specific will be evaluated only for the applicable Region. Requirements that are not Region-specific will be evaluated once and will apply to all Regions included in the Bidder's submission. The CRA will evaluate each Region independently. Where a Bidder fails to meet a Region-specific requirement, the CRA may declare the bid non-responsive for that Region only. For greater certainty, a determination that a bid is non-responsive for one (1) Region will not, in itself, render the Bidder's submission non-responsive for any other Region for which a bid as been submitted, provided all applicable requirements for those Regions are met. The CRA intends to award up to five (5) contracts to fulfill this requirement. A Bidder may be awarded a contract for one (1) Region, multiple Regions, or all five (5) Regions. The period of the resulting contract(s) will be for three (3) firm years. The contract(s) will include four (4) irrevocable one-year options to extend the period of the contract(s). The contract(s) will also include provisions allowing the CRA to add, remove or modify products and sites. A bid must comply with the requirements of the bid solicitation and meet all mandatory evaluation criteria to be declared responsive. For each Region, the responsive bid with the highest combined rating of technical merit and price will be recommended for award of a contract. Each Region will be evaluated separately. Where the same Bidder is ranked first for multiple Regions, the CRA will award a single contract covering the Regions for which that Bidder is the highest-ranked responsive bidder. The Bid Compliance and Remedy Process (BCRP) defined in Part 4.2 will apply. Proposal documents and supporting information must be submitted in either English or French. Questions must be directed in writing to the contracting authority via email: Timothy.Berg@cra-arc.gc.ca Bids must be submitted by using the Connect service provided by the Canada Post Corporation. When responding, the proposal MUST be delivered to: Canada Revenue Agency Bid Receiving Unit BRUg@cra-arc.gc.ca Bids will not be accepted if emailed directly to this email address. This email address must be used to request that CRA open a Connect conversation, as detailed in Standard Instructions 2003. Bidders must not use their own licensing agreement for Connect to initiate a Connect conversation with CRA. The CRA reserves the right to negotiate with suppliers on any procurement. There are security requirements associated with this requirement. For additional information, consult the bid solicitation document. The Federal Contractors Program (FCP) for employment equity applies to this procurement. This bid solicitation 1000536720/B cancels and supersedes previous bid solicitation number 1000536720/A dated 2026-03-27 with a closing of 2026-05-19 02:00 PM EDT. This solicitation is open only to Canadian suppliers and to Suppliers of an applicable trading partner. For additional information, consult the bid solicitation document. The CRA will include the following minimum work guarantees (all applicable taxes included) over the entire period of the resulting contract(s), which includes any exercised option periods, including any extension period thereof: 1. National Capital Region (NCR) – $100,000 CAD; 2. Ontario – $100,000 CAD; 3. Quebec – $50,000 CAD; 4. Atlantic – $50,000 CAD; and 5. Western – $100,000 CAD.

AI-POWERED OFFICIAL LANGUAGES LEARNING SOLUTION
Solicitation # 1000571680
The Canada Revenue Agency (CRA) has issued a Request for Information (RFI) under solicitation number 1000571680 to explore the feasibility of implementing a scalable, AI-powered language learning solution. The primary objective is to support employees in developing and maintaining proficiency in English or French to comply with the modernized Official Languages Act and ensure high-quality bilingual service delivery. The agency is seeking a solution that provides adaptive learning paths, automated skill assessment, and real-time conversational practice tailored to Government of Canada workplace scenarios, such as client interactions and meetings. The initial scope is intended to support approximately 1,500 users with the potential for future enterprise-wide expansion. Technical and regulatory requirements are stringent, requiring compliance with Government of Canada Protected B security standards and WCAG 2.1 Level AA accessibility guidelines. A critical requirement is that data must remain in Canada and not be used to train external AI models. The CRA is also interested in suppliers' AI governance practices, including bias mitigation and transparency, as well as security certifications such as ISO 27001 and SOC 2. This RFI is for market research purposes only and does not constitute a solicitation for tenders or a commitment to enter into a contract. Responses must be submitted electronically to the contracting authority, Charles Safarian, by October 22, 2026, at 14:00 EDT.
